The existing residence will be provided with a 327 <br />square foot enclosed private recreational area and the proposed residence will be provided with a <br />510 square foot enclosed private recreational area. There will also be new landscaping with trees, <br />storage areas within the proposed garage and a trash enclosure will be provided for each unit. Access <br />to the proposed four -car garage will be off of "G" street, via a 12 -foot paved asphalt driveway. A 15 -foot <br />alley runs along the rear of the project site and an iron sliding gate will provide pedestrian access to this <br />alley. <br />The project site is presently designated Multi -Use District by the City General Plan and C-2 (General <br />Commercial) by the Zoning Code. Project implementation requires approval of a Zone Change to <br />reclassify the site to R-2 (Duplex Residential). The project is consistent with the existing General Plan <br />designation. <br />ANALYSIS: <br />GENERAL PLAN CONSISTENCY <br />The General Plan designation of the project site is Multi -Use District. General Plan Objectives 2.E. <br />Special Designations states that "Such designations serve to provide for tailored planning of areas <br />requiring more than the traditional approach of standardized zoning regulations in order to realize <br />overall General Plan objectives." The Multi -Use District is intended to allow existing parcels to be <br />used for residential or commercial activities subject to aesthetic upgrades and by encouraging more <br />significant residential and commercial projects. It is staff's opinion that the proposal is consistent with <br />the intent and guidelines of the General Plan <br />ZONING CONSISTENCY <br />The zoning classification of the proposed project site is C-2, General Commercial. The C-2 zone is <br />intended to provide areas for the development of commercial facilities. There is currently a single <br />family dwelling unit with separate garage on site. The proposed project is a request for a zone <br />change to R-2, Duplex Residential. The applicant has submitted plans to demolish the garage and <br />construct a second dwelling unit with attached four car garage. The proposed Zone Change is <br />reasonable and beneficial at this time because it will not be a change of the existing uses on site, and <br />the zoning would be contiguous with the R-2 zoning to the east of this parcel. The subject parcel is <br />90' x 150' which meets and well exceeds minimum lot size and dimensions requirements within the <br />R-2 zone, and the proposed expansion will be limited in its effects on the surrounding neighborhood <br />through the required development standards. If the Commission and the City Council approve the <br />requested zone change, the proposed project will be consistent with the Zoning Ordinance. <br />COMPATIBILITY TO SURROUNDING USES <br />The project site is surrounded by R-2 (Duplex Residential) zoning and residential uses on two sides, <br />a C-2 (General Commercial) zoned property to the south with a hotel, and a vacant C-2 (General <br />Commercial) zoned property to the east. The proposed R-2 zoning designation would provide for the <br />continued use of the existing residence and allow for an additional dwelling unit on site. It is staff's <br />opinion that the proposed project will be compatible with the surrounding uses. <br />ENVIRONMENTAL CONCERNS/DESIGN REVIEW CONSIDERATION: <br />An Environmental Checklist/Initial Study was prepared for the proposed project by Planning Division <br />staff. The Initial Study was publicly circulated to Responsible Agencies and the general public. As of <br />the date of writing this staff report, no public correspondence has been received. <br />
