Trevino replied it will again depend on whether these positions can be filled <br />through the ranks and, if there is an increase, it would be roughly $5,000. <br />Mr. Jerry Young, Assistant Director of Finance, stated the City would realize a <br />cost benefit of approximately $2,100 for the next year. <br />Councilman Rehrer asked if these new positions are going to be filled by an open <br />exam, allowing everyone the opportunity to apply, as the City now operates, because <br />if each one is not given an equal opportunity then the City is not doing justice. <br />Mr. Trevino replied the positions will be filled through open competitive examina- <br />tion. <br />Councilman Rehrer asked when this plan will be implemented. <br />Mr. Trevino replied as soon as all of the required paper work can be completed, <br />hopefully within the next 30 to 45 days. <br />Councilman Rehrer then questioned the position of City Engineer, and asked if the <br />City is again going to have to contract for engineering services. <br />Mr. Trevino stated it is hopeful that the current Director of Community Services may <br />be able to fill that position, if he so desires. <br />After additional discussion, Councilman Rehrer moved to deny the proposed reorganiza- <br />tion of the Community Services Department. <br />Mayor Gonzales stated as a point of order, a motion to close the public hearing would <br />be appropriate at this time. <br />Councilman Hayes asked if the employees association was aware of this matter. <br />Mr. Trevino replied that he had met with the employees association, they were aware <br />of his recommendations to the City Council and the proposals as outlined. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to deny Resolution <br />No. 4100. Upon Roll Call, the Vote was: <br />AYES: Two; Cisneros, Rehrer. <br />NOES: Three; Hayes, Garcia, Gonzales. <br />ABSENT: None. <br />Motion did not carry. <br />Councilwoman Cisneros asked if the City Manager had discussed the reorganization <br />and this plan with the Director of Community Services, as it seems that within the <br />reorganization there is no longer a position for the Community Services Director. <br />Mr. Trevino replied yes, that he had discussed the reorganization plan with the <br />Community Services Director and he was aware that it was being presented to the <br />City Council, and there is a job opening, if he so desires. <br />Councilwoman Cisneros stated that with this reorganization, the position of Com- <br />munity Services Director was being eliminated. <br />Mr. Trevino stated yes, with the understanding that the Community Services Director, <br />the incumbent, would be eligible to apply for the position of City Engineer. <br />Councilwoman Cisneros then asked when the City Manager had discussed this with the <br />Director of Community Services. <br />Mr. Trevino stated approximately two and one-half weeks ago he spoke to Mr. Wang <br />and advised him of the changes and indicated to him what his recommendations would <br />be to the City Council. <br />After additional discussion, moved by Councilwoman Garcia, seconded by Councilman <br />Hayes, to approve Resolution Nos. 4100 and 4101. Upon Roll Call, the Vote was: <br />AYES: Three; Hayes, Garcia, Gonzales. <br />NOES: Two; Cisneros, Rehrer. <br />ABSENT: None. <br />Motion carried. <br />APR 21 1981 <br />
