RESOLUTION NO. 4100 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPRO ;3 <br />ING REORGANIZATION OF THE DEPARTMENT OF COMMUNITY SERVICES. <br />RESOLUTION NO. 4101 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />RESOLUTION NO. 4011, ESTABLISHING A PAY AND CLASSIFICATION PLAN <br />FOR THE EMPLOYEES OF THE CITY OF COLTON, EFFECTIVE JULY 1, 1980. <br />ING COMMISSION REPORTS AND RECOMMENDATIONS: <br />City Properties <br />Detachment <br />Planning Director Aguilera reported on a request from the City of Grand Terrace <br />that Colton consider detaching an area having frontage along Washington Street, <br />owned by the Riverside Highland Water Company. <br />Mr. Aguilera advised that the Planning Commission studied this item, at a meeting <br />held April 14, 1981, to determine if the sale of this property would serve a use- <br />ful and valid purpose and it was found that the request would tend to accommodate <br />the applicant and not necessarily benefit the City of Colton, and being inconsis- <br />tent with the General Plan; therefore, it was recommended to deny the request from <br />Grand Terrace concerning the property along Washington Street. <br />r,- Moved by Councilman Rehrer, seconded by Councilman Hayes, approving recommendation <br />N from Planning Commission concerning property fronting Washington Street within the <br />(,) City of Colton. Unanimous vote. <br />7 Variances <br />Q P. C. Res. Nos. 989 & 990 <br />Q Mr. Aguilera read a report concerning a Variance application requested by Guinn E. <br />Lumpkin, involving property located on Hunter Road, between Johnston and Mill Streets, <br />to vary from previously approved conditions of a zone change, in 1977, which re- <br />quired that any future development should take access from Mill Street, and also <br />not more than eight units per acre be allowed. <br />Mr. Aguilera continued the plot plan submitted delineates a parcel of approximate- <br />ly 2 acres in size with 22 proposed units and access to be taken from Johnston <br />Street. Mr. Aguilera stated the original owner subdivided the parcel, in 1976, <br />without allowing the south portion access to Mill Street, therefore, the only <br />access available to said parcel is to the south, or Johnston Street, and it was <br />found that this item was in conformance with the requirements of the City's Muni- <br />cipal Ordinance which must be met before a Variance may be granted. Mr. Aguilera <br />further stated under the normal provisions for the R-3 zone, the applicant would <br />be allowed to build up to 21 units per acre, however, due to the property's proxi- <br />mity to the R-1 zone, it was originally recommended that the zone change be granted <br />with the condition that the density not exceed 8 units per acre, and that item was <br />not in conformance with the City Municipal Ordinance requirements which must be <br />met before a Variance may be granted. <br />Mr. Aguilera concluded that the Planning Commission, after studying this matter <br />at a public hearing held April 14, 1981, therefore recommended denial of the <br />Variance application to allow 11 units per acre instead of the required 8 units <br />per acre, as outlined in Planning Commission Resolution No. 989, and recommended <br />approval of the Variance application allowing access onto Johnston Street, as out- <br />lined in Planning Commission Resolution No. 990. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Planning Com- <br />mission Resolution Nos. 989 and 990 as outlined. Unanimous vote. <br />Conditional Use Permits <br />P. C. Res. No. 991 <br />Mr. Aguilera read his memorandum regarding a Conditional Use Permit application re- <br />quested by Wilford and Sarah Sklar to construct 67 condominium units on approximate- <br />ly 4.78 acres of vacant land located east of Pepper Avenue between San Bernardino <br />Avenue and Valley Boulevard, in Tract No. 11876. <br />Mr. Aguilera stated the density is approximately 14 units per acre, the project is <br />both consistent with the General Plan and Zoning Ordinance, and will be compatible <br />with the surrounding uses. <br />Mr. Aguilera advised that the Planning Commission reviewed this matter at a public <br />hearing held April 14, 1981, and recommended approval of the Conditional Use Permit, <br />subject to findings and 13 conditions as outlined in Planning Commission Resolution <br />No. 991. <br />APR 21 1981 <br />
