Motion carried, with Councilman Hayes abstaining from voting. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring April 5 through 11, 1981, as <br />National Library Week, which was accepted by Donald H. McIntosh, Member of the <br />Colton Library Board of Trustees. <br />Boards & Commissions <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, ratifying reappointments <br />of Dr. Renald Anelle and Mrs. Naomi Carpenter to the Colton Library Board of <br />Trustees. Unanimous vote. <br />PUBLIC HEARINGS: <br />Sewer <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />City Manager Trevino stated the public hearing this evening is to consider the <br />second quarter sewer allocations, as provided per Court requirements and Ordi- <br />nance No. 1595. Mr. Trevino referred to a memorandum from Director of Building <br />and Safety John Twiss, recommending the sewer allocations as the same provided <br />in the first quarter, and as outlined in Resolution No. 4090. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to terminate the <br />Public Hearing. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to approve Reso- <br />lution No. 4090. Unanimous vote. <br />RESOLUTION NO. 4090 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON PURSUANT <br />TO ORDINANCE NO. 1595, ALLOCATING PRIORITY CATEGORY 3 SEWER <br />ALLOCATIONS. <br />Weed Abatement <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- <br />jections or protests had been received. <br />The public hearing was to consider and hear any protests or objections to the re- <br />moval and destruction of weeds, rubbish, refuse, dirt, etc., on properties, and <br />to award the bid to the contractor performing this work. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to close the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4091, and award Contract for 1981 Weed Abatement Program to Ed Martin's Disc- <br />ing, $15,200.
