Governmental Agencies ; <br />County of San Bernardino <br />Mr. Wang advised that Staff recommends adoption of Resolution No. 4066, approving <br />an update of the Solid Wast Management Master Plan for the County of San Bernardino, <br />which was formerly approved in August, 1975, by the City of Colton, Resolution No. <br />3532. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution <br />No. 4066. Unanimous vote. <br />RESOLUTION NO. 4066 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING <br />THE REVISED SAN BERNARDINO COUNTY SOLID WASTE MANAGEMENT MASTER <br />PLAN. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Moffit & Nichols <br />City Manager Trevino reported from his memorandum and referred to a memorandum from <br />Director of Community Services Calvin Wang, recommending the firm of Moffit and <br />Nichols as engineers for design services on the Fogg Street grade separation project. <br />Mr. Trevino advised this project concerns the modification of the existing Fogg <br />(y) Street underpass of the Atchison, Topeka and Santa Fe Railroad Company's main line <br />7 in the City of Colton, as the present structure is a narrow width underpass of ap- <br />proximately 12 feet vertical clearance and is both inadequate in width and serious- <br />ly deficient in height. <br />Mr. Trevino stated the City requested proposals for the engineering design of the <br />railroad underpass structure as well as the necessary survey and foundation work, <br />and Staff recommends the Fogg Street grade separation project be awarded to Moffit <br />and Nichols for professional engineering design services. <br />Councilman Rehrer questioned whether an environmental impact report was needed on <br />this project prior to awarding the contract to this firm. <br />Director of Community Services Calvin Wang explained that although the E.I.R. was <br />not a part of the professional services contract, Staff itself is preparing a <br />negative declaration on this particular project. Mr. Wang stated that if this is <br />acceptable to the Public Utilities Commission, then an E.I.R. would not be neces- <br />sary. <br />City Attorney Edwards suggested that inasmuch as the City Council does not have a <br />written document before them this evening, the Council may wish to proceed and <br />award Moffit and Nichols the contract for the professional engineering design <br />services on the basis that the Mayor be authorized to sign an appropriate agree- <br />ment which Staff will review prior to the Mayor's signature. <br />Councilwoman Cisneros expressed concern about the awarding of a contract at this <br />time, before any public hearings with the community and the impact this project <br />may have in the neighborhood itself. Mrs. Cisneros stated she has had several <br />calls on this matter, and she is concerned about the costs involved and how much <br />this is going to obligate the City. <br />Mayor Gonzales stated it was his understanding that this project will be presented <br />to the Planning Commission, at which time public hearings will be held and will <br />offer the community the opportunity to participate. Mayor Gonzales further stated <br />this project was discussed several years ago, at which time it was determined the <br />Fogg Street underpass was inadequate and did not meet code requirements, which then <br />created the problem of large diesel trucks running through the Wilson School area <br />and causing an unsafe condition for the residents and school children. <br />Mayor Gonzales said he felt it would not cause any serious impact to approve the City <br />Attorney's recommendation this evening, then refer the matter to the Planning Commis- <br />sion for the public hearing procedures and public input. <br />Councilwoman Garcia stated as she understands it, the contract matter at hand this <br />evening concerns design purposes only, and it would seem appropriate that the City <br />would have to have a design or plan to present to the community at a public hearing <br />for this project. <br />Mr. Wang advised that the contract in question this evening concerns design services <br />only, and after the design work has been completed, this matter would be brought back <br />JAN 6 1981 <br />
