he would like to know if the City's Librarian has been asked for advice with rega K <br />to the layout of the library and if this has been compared with any surrounding <br />libraries. Mr. Rehrer concluded he feels there are still a lot of questions to be <br />asked and answered. Mr. Rehrer said this is something that the citizens of Colton <br />are going to have to live with for many years to come, and they should all be sat- <br />sified with what they are going to get for the amount of money the City is going <br />to invest. <br />Councilwoman Garcia advised that the City Librarian, Martine Hornburg, was on the <br />Committee and she did have questions with regard to the floor plan. <br />City Librarian Martine Hornburg stated she has seen the plans for the proposed <br />Library and she feels that with some modifications this plan would be workable. <br />Ms. Hornburg stated she was concerned with the area in the children's room and <br />some other minor modifications, which she had discussed with Mayor Gonzales and <br />he did not feel these changes would be a big problem. <br />Councilwoman Garcia stated that the majority of the Committee did agree with the <br />basic floor plan and the plan that was submitted. <br />Dr. Renald Anelle, President of the Library Board, spoke to the Council Members <br />with regard to the proposed Library building, and questioned the plans submitted, <br />stating the Committee had no options to work with. Dr. Anelle asked about the <br />contractor and architect, their qualifications with design and construction of <br />N public buildings, their experience, etc. Dr. Anelle said he feels that the City <br />N could get a lot more for their money, and that before the City makes a decision <br />they should look at other proposals and see just how much they can get for their <br />dollar. Dr. Anelle questioned financing and costs also. <br />�i <br />Q Mr. Ben Lema, designer of the proposed Library building, stated he has a Masters <br />Degree in Architecture and spoke about other projects and buildings he has worked <br />on. Mr. King stated he has been a developer for over 29 years, originating in <br />Long Beach, and has done a great deal in commercial and industrial development, as <br />well as custom homes and residential developments. <br />Mr. Ron Titaro, of American Realty Credit, Buffalo, New York, stated he has met with <br />Mr. Trevino, Members of the City Council and Mr. King, and they are prepared to pro- <br />vide the financing that is required for the Library. Mr. Titaro advised the interest <br />rate will be at ten percent, which is the maximum permitted by State statute, and it <br />is proposed for a period of ten years, subject to normal approvals from the City <br />Council and legal staff, they are prepared to issue their committment. <br />Dr. Anelle again asked the cost of construction of the proposed building. <br />Mr. King stated the cost of construction will be $778,000. <br />The following people also addressed the City Council, stating their concerns about <br />the Council making a rash decision on the proposed Library building, requesting more <br />public input on this matter, requesting additional proposals from other contractors <br />to get the best deal and the most for the City's money, and that the City Council <br />should spend more time and effort on this matter before making a final decision. <br />Ms. Bea Hernandez <br />Mr. John Creatura <br />Mr. Donald McIntosh <br />Discussion then followed with regard to the three proposals that had been submitted <br />and, it was again mentioned that, after review and study, Staff had recommended to <br />accept the proposal from Chuck King & Associates. Questions were also raised as <br />to what would be included in this building, the furnishings, what building materials <br />would be used in construction, etc. <br />Mayor Gonzales then discussed other projects and buildings the City has ventured <br />into and been successful, such as the Hutton Center and the Luque Center. Mayor <br />Gonzales stated the Council has faith and confidence in the City Staff and attor- <br />ney to handle matters competently wherein the citizens will get the very most for <br />their tax dollar. <br />Mayor Gonzales then read again the three items as outlined in the City Manager's <br />report that Staff was recommending for Council action. <br />Councilman Rehrer said he would like to ask again, if the Council authorizes Mr. <br />King to bring back a set of plans and specs, drawings, design, etc., and this <br />package is rejected by the City Council, how much is it going to cost the City <br />for Mr. King's time and effort? <br />JUL 2 11981 <br />
