RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: 49 <br />Baseball Fields <br />J. V. & Veterans Park Lights <br />Recreation Director Max Lofy, reported the Recreation and Parks Commission approved <br />a recommendation to pay the cost of the use of the lights at the Colton High School <br />J. V. field for the Pony/Colt League for the 1981 Season and to upgrade the lighting <br />of the Veterans Memorial Park ballfield. <br />Mr. Lofy recommended approval of the first item, lights at the J. V. field for the <br />Pony/Colt League for the 1981 Season at an estimated cost of $700.00 +. Mr. Lofy <br />said in regards to the second item, Veterand Park lighting, he would recommend a <br />wait and see action pending further study. Mr. Lofy said the cost for Vets Park <br />light improvement would be about $22,000. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Staff <br />recommendation as outlined by Mr. Lofy. Unanimous vote. <br />Baseball Fields <br />Portable Fence <br />Recreation Director Lofy reported the Commission approved the recommendation to <br />N loan a portable fence owned by the City of Colton to the Colton/Terrace Senior <br />(y) Little League for the 1981 Season. <br />D Mr. Lofy explained the fence is not and has not been utilized by the City the past <br />Q two years and the loan would be only for 1981 Season and should Council concur <br />Q with the recommendation there would be certain conditions of agreement entered <br />into. Mr. Lofy outlined the terms in full. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the recom- <br />mendation of Staff with the conditions of agreement. Motion carried; Councilman <br />Rehrer voting NO. <br />On Council consensus, staff was instructed to look into various Joint Powers Agree- <br />ments, in regards to cost sharing with outside entities utilizing City Parks and <br />Recreational facilities. <br />Goals <br />Mr. Lofy reported the Recreation and Parks Commission at their April 1981 meeting <br />requested further direction from the Council on the reprioritized list of goals <br />as previously prepared by the Commission. Mr. Lofy said in addition, the Commis- <br />sion requested that the Council relay to them a follow-up course of action. <br />Mr. Lofy stated in his opinion, the Commission's request is repetitious of a Council <br />Agenda item of March 17, 1981, and therefore, any further determinations of any <br />directional nature rest solely with the City Council at a time they deem appropriate. <br />Mayor Gonzales said Mr. Lofy could inform the Commission that the Goals will be <br />looked at during the Budget Session process. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Governmental Agencies <br />S. B. County Flood Control <br />City Manager Trevino reported there is before the City Council an agreement that <br />would allow the County Flood Control District to purchase tax delinquent proper- <br />ties in the City of Colton. Mr. Trevino stated the tax delinquent parcels are <br />within the District's present or planned flood control facilities and purchases <br />of this type are necessary in order to insure that the Flood Control has adequate <br />lands and rights-of-way, drainage areas, etc. <br />City Manager Trevino recommended the Council concur and instruct the Mayor to exe- <br />cute the necessary documentation authorizing the Flood Control District to purchase <br />tax delinquent properties as outlined in Exhibit "A" of the Agreement. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve Staff's recom- <br />mendation. Unanimously passed. <br />Governmental Agencies <br />Citrus Belt <br />City Manager Trevino reported this item deals with a request that the City take action <br />MAY 5 1981 <br />
