Mayor Gonzales declared the Public Hearing open.

<br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and reported that
<br />no protests or objections had been received.
<br />Planning Director Aguilera reported that the work on revising the City's General
<br />Plan, which began in mid February, is in its final stages of completion. During
<br />the past months, the consultants, Patterson and Nunes, have met with City Staff,
<br />the Mayor's Blue Ribbon Committee, and the Planning Commission to discuss the
<br />various alternatives available to the City. The proposal being presented tonight
<br />not only symbolizes the many hours of expertise contributed by the consultants,
<br />but also by the other groups as well.
<br />Mr. Aguilera stated the Council Members have received copies of the final draft
<br />of the proposed plan entitled "Preliminary General Plan - 3", with some minor
<br />changes being made to the land use element of this report. Mr. Aguilera advised
<br />that the Planning Commission held a public hearing on this matter October 13, 1981,
<br />and recommended approval of the revision of the City of Colton's General Plan.
<br />Mr. Aguilera concluded Staff recommends that, after hearing the presentation and
<br />citizen input, the City Council approve the Revised General Plan and adopt Reso-
<br />lution No. 4157.
<br />Presentations were made to the City Council from the consulting firm of Patterson
<br />N and Nunes by Mr. Manuel Nunes, Mr. Jack Greenstat and Mr. Ernest Glover, respect-
<br />fully.
<br />Mr. Nunes reported that the proposed General Plan has been revised to conform with
<br />Q the continued projected growth and development of the City and its land uses and
<br />Q zoning as well. Mr. Nunes stated the residential land use will account for over
<br />50%, with 53% being utilized for residential estate areas, such as Reche Canyon
<br />and La Loma Hills, 18% for industrial development and 8% towards commercial uses.
<br />Mr. Nunes advised that industrial parks are planned for the east and west areas
<br />of the City, and the downtown area will contain multiple uses, preserving and up-
<br />grading the older buildings in that area. Mr. Nunes stated there are also pro-
<br />visions for agricultural and regional park areas.
<br />-- Mr. Jack Greenspan spoke to the City Council with regard to the proposed street
<br />system throughout the City of Colton, the arterial highways and collector streets,
<br />advising they are also proposing a scenic drive system along La Cadena Drive and
<br />Agua Mansa Road.
<br />Mr. Ernest Glover spoke about the continuing industrial and commercial development
<br />for the City of Colton, and expanding employment opportunities, public utilities
<br />and services, environmental constraints with regard to flooding, earthquakes, etc.,
<br />and the development of new fire stations for good fire services.
<br />Mayor Gonzales then asked if anyone in the audience desired to speak on this matter.
<br />The following people addressed the City Council with their concerns and opinions
<br />of the proposed General Plan, with comments directed at the South Colton area, and
<br />stating that this is the first time they had been made aware of what was going on
<br />concerning the City's General Plan:

<br />Mr. Larry Gilbert, Builders Equity, Riverside
<br />Ms. Millie Herrera, East N Street, Colton
<br />Mr. Bill Coleman, W. C. Electric, Colton
<br />Councilwoman Garcia stated it would seem there are alot of unanswered questions,
<br />especially with regard to the South Colton area.
<br />Mr. Nunes stated that the studies on the South Colton portion of the City's General
<br />Plan have not as yet been completed, and will not be completed for the next 30 or
<br />40 days, and that is why this area was not presented this evening.
<br />Councilwoman Cisneros questioned Mr. Nunes with regard to residential and commercial
<br />plans for the South Colton area, and asked about zone changes for South Colton.
<br />Mr. Nunes stated that the land uses will dictate the types of zones to be used for
<br />those areas.
