122 <br />pursue Block Grant funds through the small cities competition or elect to execute <br />a Cooperation Agreement with an entitlement jurisdiction and compete for funds <br />within the County. Mr. Trevino stated there is no assurance of CDBG funding for <br />non -entitlement cities in either alternative. However, the City of Colton, because <br />of various evidences of need, stands a very good chance of being awarded its fair <br />share of funds through either alternative. <br />Mr. Trevino said in looking at not electing to join the County in the upcoming <br />three-year cycle, staff is aware that it would be the City's sole prerogative to <br />develop new innovative programs, as well as implement some of the existing programs, <br />i.e., housing rehab, curbs, and gutters, etc; and that it would mean that staff <br />would deal directly with HUD and be responsible for a funding level according to <br />demographic factors. Mr. Trevino said the question may be, can the City be more <br />responsive to the needs of our community, not saying that the County has not been <br />responsive; but rather, the City can take an active role in directing those <br />activities that would more nearly meet the current and emerging needs of an <br />expanding population. <br />Mr. concluded his report by recommending that Council concur and instruct the <br />City Manager to notify the County that the City of Colton does not wish to join <br />with the County in the 1982-85 Community Development Block Grant Program. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to concur in the Staff <br />recommendation and instruct the City Manager to notify the County that the City of <br />Colton does not wish to join with the County in the 1982-85 Community Development <br />Block Grant Program. <br />Ms. Millie Herrera, 242 East "N" Street, Colton, addressed the City Council, saying <br />it should be remembered that the City did at one time, administer its' own program <br />and four of the present Council voted to turn it over to the County. Ms. Herrera <br />stated the fact that the County administers the CDBG Program does not, or should <br />not restrict our innovation of what projects are to be funded. Ms. Herrera said <br />the Council should consider whether or not its attitude toward housing needs has <br />changed. Ms. Herrera reminded the Council that the City of Colton was scheduled <br />for 80 housing units, which it did not want and as a result the housing units went —. <br />to the City of Barstow. <br />Ms. Herrera closed by saying that the Council should look at whether or not it <br />will be able to be more innovative with citizen input as this is a most important <br />requirement and that she felt information pertaining to the Council's current <br />ideas on the CDBG Program should have been released to the public earlier for <br />adequate public input. Mrs. Herrera said a decision of this importance merits more <br />public input and serious consideration. <br />Councilwoman Cisneros stated the citizen request for more public input shoudl be <br />well taken. Councilwoman Cisneros questioned whether the Council needed to take <br />action now or perhaps, it would be best to take time to explain to the public why <br />we want to go on our own program. <br />Mayor Gonzales stated a decision as to whether or not the City will participate <br />with the County needs to be made by the November 13, 1981 deadline. Mayor Gonzales <br />said many of the Council Members have sought to go on our own on request of the <br />citizens who have stated they find it difficult to get to the County for citizen <br />participation. Mayor Gonzales stated the Citizens Advisory Board would be re- <br />activated to provide for citizen input and in this way allow for more participation. <br />Discussion followed on the administrative cost of ten percent currently charged by <br />the County and whether or not this cost would be inherited by the City. City <br />Manager Trevino was of the opinion that the cost would be less than 10% due to the <br />fact that the City has staff on board who would be able to this work. <br />There being no further discussion the motion passed unanimously. <br />Agreement <br />Paramedic Contract <br />City Manager Trevino reported the contract before the Council tonight is for fire <br />and paramedic services to County Improvement Zone H, which is the County pocket <br />west of Rancho. Mr. Trevino said additionally the City shall also respond to <br />each fire or other emergency in Area B, which is the incorporated County area west <br />of La Cadena and in the southern portion of the city limits. Mr. Trevino recom- <br />mended approval of the contract. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve the contract <br />NOV i981 <br />
