10`)ROLL CALL: Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. Also present were City Manager Trevino, City Attorney Edwards, and City Clerk Ramos. CONSENT CALENDAR: Mayor Gonzales stated that Item No. 4, bids on electrical material, was being re- moved from the Consent Calendar. Minutes September 1, 1981 Warrants 11373, 11389, 11390, 11399 through 11646 101000 through 101198 September 10, 1981 inclusive Bids Request authorization to call for Bids for heavy equipment, Street Division/ Water Division. Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve the Consent Calendar. Unanimous vote. Bids Electrical Materials City Attorney Edwards advised that along with the electrical materials being requested for formal bidding procedures, Staff is adding a request for 28 marbelite street standards, standard arms, etc., to be added to the total bid package. Mr. Edwards stated if this is satisfactory with the Council, authorization to call for bids on the equipment as outlined would be in order. Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve and authorize calling for Bids on Electrical Materials as outlined by Staff. Unanimous vote. MAYOR'S REPORTS AND PROCLAMATIONS: Proclamations Mayor Gonzales read in full a Proclamation declaring the Month of October as Toast- masters Month, and acknowledging the 50th anniversary of Toastmasters International. The Proclamation was accepted by Mr. Baumgartner of the Toastmasters Club in San Bernardino. Mayor Gonzales read a Proclamation declaring September 20 through 26, 1981, as National Cystic Fibrosis Week within the City of Colton. Mayor Gonzales read in full a Proclamation declaring September 23, 1981, as Retired Senior Volunteer Program Day, sponsored by the Steelworkers Oldtimers Foundation, celebrating their 10th anniversary, and commending all of the volunteers for their outstanding achievements. The Proclamation was accepted by Mrs. Louise Baker. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: Zoning Planning Director Aguilera reported on a request from Mr. Virgil Fluegel for Council's reconsideration of a zone change, which was approved by the City Council at a previous meeting, June 16, 1981. Mr. Aguilera continued that the change of zone concerns property owned by Mr. Gregg Kent, located at the"east end of Prado Lane in the Reche Canyon area, and was rezoned from Residential Estates, R -E, to Planned Community, PC. Mr. Fluegel's request was to consider rezoning this property back to Residential Estates, R -E. Mr. Aguilera advised that the Planning Commission did consider this request at a meet- ing held September 8, 1981, and unanimously voted to recommend that Mr. Fluegel's re- quest be denied, with the Commission further emphasizing their approval of this property being zoned for Planned Community, PC. Moved by Councilwoman Garcia, seconded by Councilman Hayes, to deny request of Mr. Virgil Fluegel for rezoning of property as outlined. Unanimous vote. SEP 16 1981
