10`)ROLL CALL: <br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. <br />Also present were City Manager Trevino, City Attorney Edwards, and City Clerk <br />Ramos. <br />CONSENT CALENDAR: <br />Mayor Gonzales stated that Item No. 4, bids on electrical material, was being re- <br />moved from the Consent Calendar. <br />Minutes <br />September 1, 1981 <br />Warrants <br />11373, 11389, 11390, 11399 through 11646 <br />101000 through 101198 <br />September 10, 1981 inclusive <br />Bids <br />Request authorization to call for Bids for heavy equipment, Street Division/ <br />Water Division. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve the Consent <br />Calendar. Unanimous vote. <br />Bids <br />Electrical Materials <br />City Attorney Edwards advised that along with the electrical materials being requested <br />for formal bidding procedures, Staff is adding a request for 28 marbelite street <br />standards, standard arms, etc., to be added to the total bid package. Mr. Edwards <br />stated if this is satisfactory with the Council, authorization to call for bids on <br />the equipment as outlined would be in order. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve and authorize <br />calling for Bids on Electrical Materials as outlined by Staff. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring the Month of October as Toast- <br />masters Month, and acknowledging the 50th anniversary of Toastmasters International. <br />The Proclamation was accepted by Mr. Baumgartner of the Toastmasters Club in San <br />Bernardino. <br />Mayor Gonzales read a Proclamation declaring September 20 through 26, 1981, as <br />National Cystic Fibrosis Week within the City of Colton. <br />Mayor Gonzales read in full a Proclamation declaring September 23, 1981, as Retired <br />Senior Volunteer Program Day, sponsored by the Steelworkers Oldtimers Foundation, <br />celebrating their 10th anniversary, and commending all of the volunteers for their <br />outstanding achievements. The Proclamation was accepted by Mrs. Louise Baker. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />Planning Director Aguilera reported on a request from Mr. Virgil Fluegel for Council's <br />reconsideration of a zone change, which was approved by the City Council at a previous <br />meeting, June 16, 1981. <br />Mr. Aguilera continued that the change of zone concerns property owned by Mr. Gregg <br />Kent, located at the"east end of Prado Lane in the Reche Canyon area, and was rezoned <br />from Residential Estates, R -E, to Planned Community, PC. Mr. Fluegel's request was <br />to consider rezoning this property back to Residential Estates, R -E. <br />Mr. Aguilera advised that the Planning Commission did consider this request at a meet- <br />ing held September 8, 1981, and unanimously voted to recommend that Mr. Fluegel's re- <br />quest be denied, with the Commission further emphasizing their approval of this property <br />being zoned for Planned Community, PC. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to deny request of Mr. <br />Virgil Fluegel for rezoning of property as outlined.
