CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />103 <br />City Manager Trevino reported that during the Budget Sessions, the City Council ap- <br />proved combining the classification of Meter Repair and Consumer Serviceman into <br />one position, which will be entitled Consumer Service/Meter Repairman. <br />Mr. Trevino advised that in order to amend the Pay and Classification Plan for this <br />position, it is necessary to set this matter for public hearing, and Staff would <br />recommend the date of Tuesday, October 6, 1981. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to set for public <br />hearing on Tuesday, October 6, 1981, amendment to the City's Pay and Classification <br />Plan as outlined by Staff. Unanimous vote. <br />Parcnnnal <br />City Manager Trevino read from his memorandum dated September 10, 1981, regarding <br />a request from the Cemetery Commission for additional personnel in the Cemetery <br />Division to aid in the maintenance operation of the cemetery. <br />Mr. Trevino continued that he concurs with this request and, after careful review, <br />it would appear that the City could establish the position of Park Maintenance <br />N Trainee, to be placed at the cemetery. <br />(Y) Mr. Trevino concluded Staff would therefore recommend that the City Council authorize <br />Staff to return with all of the necessary information and job description for the <br />position of Park Maintenance Trainee and to schedule this matter for public hearing <br />Q on Tuesday, October 6, 1981. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to set for public hear- <br />ing on Tuesday, October 6, 1981, the proposed position of Parks Maintenance Trainee <br />as outlined by Staff. Unanimous vote. <br />Professional Organizations <br />Colton Western Days Committee <br />City Manager Trevino reported from his memorandum dated September 10, 1981, regard- <br />ing requests from the Colton Western Days Committee for permission to place rodeo <br />posters on utility poles in various areas of the City, and to waive the City's <br />Business License fees for those clubs and organizations that will be running booths <br />at the Western Days Carnival. <br />Mr. Trevino stated he has discussed the matter of placing posters on utility poles <br />with Herb Conaway, of the City's Electric Department, who indicated that permission <br />has been given in the past, however, the Colton Western Days Committee must indicate <br />where the posters will be placed and remove them within one week after termination <br />of the Western Days festivities. <br />Mr. Trevino said with regard to the waiving of the City's Business License fees, <br />the City Council has the full and exclusive authority to do so, and, in events of <br />this nature, it would seem that the City Council could to this in a spirit of co- <br />operation for the Colton Western Days. <br />Mr. Trevino concluded Staff recommends approval of the two requests, subject to the <br />following conditions: <br />1. That the Colton Western Days Committee coordinate placement of posters <br />with Mr. Herb Conaway, of the Electric Department, indicating where the <br />posters will be placed and that the posters must be removed within one <br />week after the termination of the Western Days festivities. <br />2. That the City Council waive the City's Business License fees for those <br />clubs and organizations that will have booths at the Colton Western <br />Days, subject to the submission of a list of the clubs and organizations <br />requesting such waiver of fees. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve requests of <br />the Colton Western Days Committee as outlined by Staff. <br />Councilwoman Cisneros questioned condition number 2, asking why a list of the organi- <br />zations was needed. <br />City Manager Trevino answered this is a matter of process, some organizations would <br />be exempt, such as charitable organizations, and others might require a fee, however, <br />for our information and records, it is advisable that a list be submitted. <br />SEP 16 1981 <br />
