that the amount of $15,000.00 has been recommended for this fiscal year and that <br />2 06 he would like the Council to have a monthly breakdown of what has been expended. <br />Mayor Huntoon said he felt if the Council were aware of the existing balance, <br />better control could be had. Mayor Huntoon also recommended, that Council Members <br />keep each other informed of intentions for attending meetings prior to actually <br />making final arrangements. Council concurred with the Mayor. <br />Council Members discussed the need for the Council Members to attend the Labor <br />Relations Institute, the need for the continuance of Sister City Program and <br />the status of the latter. <br />Acting City Manager Elliott was requested to review and report back on the Sister <br />City Program. <br />Discussion was held as to whether the funding for the Sister City Program would <br />be more appropriate under the Community Promotions seciton, rather than City <br />Council. The Council determined that they would like to come back to this after <br />completion of the budget review. <br />Mrs. Andengaard responded to a question on Overhead Charges, by saying that in <br />order to more accurately assign a direct cost to each department and for more <br />effective cost accounting, certain costs such as a per square footage fee, elec- <br />tric utility, water and sewer, etc., are charged as direct cost to each using de- <br />partment. <br />Discussion was held as to whether each department's budget should be tentatively <br />approved as reviewed or whether approval should be delayed until all budgets have <br />been reviewed. It was the Council's consensus that no formal action would be <br />taken until all budgets have been reviewed. <br />CITY CLERK <br />City Clerk Ramos presented her budget saying is basically the same as last year's <br />with the following exceptions: There is no election budgeted, there is an increase <br />in the Legal Printing. <br />Councilman Rehrer asked about the Switchboard Operator's Salary. <br />Mrs. Ramos responded the Switchboard Operator's Salary is reflected in the Civic <br />Center, but is supervised by the City Clerk. <br />Councilman Rios inquired about the Secretary I position, asking what the person <br />is assigned to do and whether it was a relatively new position. <br />City Clerk Ramos stated that particular position releives on the Switchboard, <br />does the microfilming for the City, processes the Liability Claims for the City, <br />and maintains the Cemetery Records. Mrs. Ramos stated the position on a permanent <br />basis is approximately 2 years and prior to that time the position existed as <br />CETA funded for approximately 5 years. <br />Councilwoman Cisneros inquired about the Vehicle Allowance, stating that last <br />year it had been justified as due to the election and this year there is no <br />election. <br />Mrs. Ramos stated that was correct, however, in previous years there were sufficient <br />pool cars, now there are only two which are in constant use by several departments <br />who do not have an individual car assigned to them. Mrs. Ramos said that when <br />she has to meet weekly time schedules at the two newspapers, there is not time to <br />wait for a pool car. Mrs. Ramos said additionally, her vehcile is used all the <br />time for travel to and from meetings. <br />Councilwoman Cisneros stated that Mrs. Ramos has $1,000.00 budgeted already for <br />Travel & Meetings. -- <br />Mrs. Ramos responded that this was correct. The $1,000.00 is for meals, registra- <br />tions and for other modes of travel other than vehicular, the $1,000.00 does not <br />take into account the cost of vehicle travel; this is covered under the Vehicle <br />Allowance. <br />Acting City Manager Elliott explained that last year, the Vehicle Allowance was <br />deleted for Department Heads and that certain department heads had been assigned <br />an individual city vehicle, the elected positions retained their Vehicle Allowance <br />and he has again left the allowance because the positions are elected and the cost <br />is not significant. <br />Councilman Rios asked the City Clerk what she felt was an adequate allowance. <br />JUN 'r it <br />
