City Clerk Ramos stated that the $200.00 was a fair and justified amount in as <br />much as she had not requested a salary increase and the use of her private 20 7 <br />vehicle for City business is an out-of-pocket expense to her. <br />Councilman Rios asked what ARMA under Dues and Publications stood for. <br />Mrs. Ramos replied that is the Association of Records Managers & Administrators. <br />CITY MANAGER <br />Acting City Manager Elliott stated the budget for the City Manager does not reflect <br />any changes or additions. <br />Councilman Rios asked whether a city the size of Colton really needed a position of <br />Assistant to the City Manager. <br />Mr. Elliott responded yes. The Assistant has been handling alot of the daily <br />routine review work, he does alot of research and is available to respond to <br />a variety of task assignments. Mr. Elliott said the Assistant Position frees <br />the City Manager to handle priority items with care. <br />Mayor Huntoon stated that once before the City had tried to get along without an <br />Assistant, but it just doesn't work for the benefit of the City. <br />Councilman Rios inquired about the maintenance on the memory typewriter. <br />� <br />Discussion was held on the cost of typewriter and office equipment contract main- <br />tenance. <br />Q It was the consensus of the Council that staff should look at going out to bid to <br />Q secure a more cost effective method of servicing our office equipment, in particu- <br />lar, the typewriters. <br />Personnel <br />Acting City Manager Elliott reported that he would like to have the Administrative <br />Assistant to present this budget. <br />--- Mrs. Madsen reported that an additional position is being requested. The proposed <br />position would be as described in the Job Description, being handed to you. Mrs. <br />Madsen said the new person would assist in indetifying current and future opera- <br />tional and manpower needs of the City. Mrs. Madsen stated the person would also <br />analyze our job descriptions. <br />Acting City Manager Elliott reported that it is proposed to eleiminate the position <br />of City Auditor in the Finance Department and to place the person in the City <br />Auditor position in the proposed new position of Personnel Analyst; further, it <br />is proposed to reclassify the position of Administrative Assistant/Personnel to <br />Personnel Director. Mr. Elliott stated the Personnel Analyst would be a Range 36, <br />Step D and the Personnel Director at Range 38, Step D, and the increase in the over- <br />all budget would be $3,000.00. <br />Mr. Elliott stated he would recommend that if the Council approves this proposal, <br />that the transfer of the person in the City Auditor position in Finance not be <br />done until after the proper records are readied for the 1980-81 Audit and the <br />1981-82 Audit. <br />Councilwoman Garcia stated she was not, at this time, in full agreement with the <br />proposal and would like to study this prior to final action. <br />Mrs. Madsen stated she is requesting the purchase of a Paper Shredder as Personnel <br />Records and confidential and need to be disposed properly. <br />FINANCE <br />Acting Finance Director Andengaard reported that Page 65 reflects the positions as <br />they were before the department was split into two Assistant Director of Finance. <br />Mrs. Andengaard reported Page 92 reflects $600.00 for three steno -type chairs, <br />these chairs are for the Account Clerks who are using the terminals. <br />Mrs. Andengaard reported in the Utility Billing, Page 107, calls for a desk and <br />chair to replace the ones taken by the Account Clerk when she was transferred <br />from Utility to Accounting. Mrs. Andengaard said at this time, she does not <br />believe this will be needed after all because the person has been retransferred <br />back to Utility. <br />Mrs. Andengaard said the last item is on Page 141, and the $6,000 is to purchase a <br />used car from Hertz for the Collections and Business License Officer. <br />JUN 1 > <br />
