Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Huntoon read in full a Proclamation honoring National Library Week, April 18 <br />to 24, 1982, which was presented to Dr. Renald J. Anelle, of the Colton Library <br />Board. <br />Mayor Huntoon read in full a Proclamation honoring National Music Week, the first <br />week of May, which was presented to Mrs. Marjorie Holtzendorf. <br />PUBLIC HEARINGS: <br />Zoning <br />P. C. Res. 1030 <br />r-�, Mayor Huntoon declared the Public Hearing open. <br />C�J Mayor Huntoon then read a letter dated April 20, 1982, from Joseph E. Bonadiman, <br />(Y) Engineer for the applicant/developer Mr. Gregg Kent, requesting that this matter <br />7 be postponed for a sixty day period. <br />Q <br />Q Moved by Councilman Rios, seconded by Councilman Rehrer, to continue the Public <br />Hearing on Appeal filed by Greg P. Kent for Tentative Tract Nos. 12197 and 12205, <br />to Tuesday, June 15, 1982, at 7:30 p. m. Unanimous vote. <br />CORRESPONDENCE: <br />Charitable Or anizations <br />Va ley Community Church <br />City Attorney Edwards read a letter from Duane W. Minkler, Pastor of the Valley Com- <br />munity Church, requesting to be heard by the City Council concerning the require- <br />ment, by City Ordinance, that religious assemblies obtain a Conditional Use Permit <br />or be considered an illegal assembly. <br />Mr. Duane W. Minkler, Pastor of the Valley Community Church, stated they have been <br />holding religious services in the recreation hall at Lake Cadena Mobile Home Park <br />and, according to the City Ordinance, have been required to obtain a Conditional <br />Use Permit in order to continue. Mr. Minkler said he is not opposed to applying <br />for a C.U.P., in the amount of $250., however, he does feel that the City Ordinance, <br />as it now stands, is too broad to deal with and felt the City Council should review <br />this ordinance and revise its contents so that it conforms to the laws. Mr. Minkler <br />advised that he had met with the Colton Ministerial Association on this matter, and <br />Dr. Crane was present this evening to read the Council a letter from the Association. <br />Dr. Richard Crane, Pastor of the First Baptist Church, read a letter from the <br />Ministerial Association of Colton, in support of the worship services being <br />held by the Valley Community Church at Lake Cadena Mobile Home Park, and further <br />requested that five ministers from the Association meet with the Council Members <br />in private consultation to discuss this matter and the existing Ordinance in <br />question. The letter was signed by Father Michael Keane of Immaculate Conception <br />Catholic Church, Reverend Robert Johnson of the Colton Community Church, Reverend <br />Don Jessup of the Colton Methodist Church, Reverend Duane Minkler of the Valley <br />^— Community Church, and Doctor Richard Crane of the First Baptist Church and Presi- <br />dent of the Ministerial Association. <br />City Attorney Edwards advised that for three or more Members of the City Council <br />to meet in private consultation with anyone or any group would be in violation of <br />the Brown Act and therefore any meeting would have to be held in public session. <br />Mr. Edwards then advised the City Council this matter was presented to the Planning <br />Commission, and the Commission obtained the services of an outside attorney, Linda <br />Thornton of Best, Best & Krieger, who instructed the Planning Staff to notify the <br />church they must apply for a C.U.P. in order to continue, and if they do not, then <br />a Cease and Desist Order should be issued. <br />Councilwoman Garcia asked about the church services being held at the mobile home <br />park. <br />APR 2 0 iyua <br />
