PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Housing and Community Development Act <br />239 <br />Planning Director Aguilera reported on a future application to H.U.D. for Community <br />Development Block Grant funds, advising that Staff needs Council direction to <br />determine how the grant monies will be spent, and also the types of projects the <br />City would like to fund. Mr. Aguilera stated there was a list of proposed projects <br />prepared by Staff that the Council may want to consider. <br />Mr. Aguilera said in order to receive citizen input on this matter, Staff was recom- <br />mending the City Council hold a public hearing to solicit comments and suggestions <br />at the next regular Council Meeting, August 17, 1982. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to set for Public <br />Hearing on Tuesday, August 17, 1982, at 7:30 p. m., establishing priority projects <br />and distribution of Community Development Block Grant funds. Unanimous vote. <br />Zoning <br />Mr. Aguilera reported on a zone change application, Index No. A-5-82, requested by <br />Rev. Christopher Soupos for Eva Flores, which was denied by the Planning Commission <br />as outlined in Planning Commission Resolution No. 1044. Mr. Aguilera recommended <br />this matter be set for public hearing at the next regular Council Meeting, August 17, <br />1982. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to set for Public Hear- <br />CY) ing on Tuesday, August 17, 1982, at 7:30 p. m., Zone Change Request, Index No. A-5- <br />82, Rev. Christopher Soupos for Eva Flores. Unanimous vote. <br />Q <br />Q COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Traffic Regulations & Control <br />Community Services Director McGee reported on a traffic signalization project, to <br />be done in cooperation with CALTRANS, at the intersection of Rancho Avenue and <br />Interstate 10 Freeway. The signals will be 100% funded through Federal Interstate <br />Funding with the State and City sharing equally the cost of the preliminary engineer- <br />ing and construction overhead, the City's estimated cost to be $8,600, which will be <br />taken from the Gas Tax Funds. <br />Mr. McGee requested that the City Council authorize the Director of Community Services <br />to proceed with the project and recommended adoption of Resolution No. 4237, trans- <br />ferring funds from the Gas Tax Fund to the Capital Improvements Account. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Staff's <br />recommendation as outlined for the traffic signalization project. Unanimous vote. <br />RESOLUTION NO. 4237 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE 1982-83 FISCAL YEAR BUDGET. <br />Traffic Regulations & Control <br />Mr. McGee advised that the City of Rialto has asked the City of Colton and County <br />of San Bernardino to participate with them in the installation of flashing red <br />signals at the intersection of Riverside Avenue and Agua Mansa Road, at an esti- <br />mated total cost of $10,000. The cost of the signals will be shared with the City <br />of Rialto paying for half the cost of the installation, and the City of Colton and <br />County of San Bernardino each paying one fourth the cost; also, the City of Rialto <br />will assume all maintenance and energy costs for the signals. Colton's share will <br />be paid from Gas Tax Funds. <br />Mr. McGee requested Council's approval to enter into an agreement with the City of <br />Rialto and County of San Bernardino for this joint project and adoption of Resolu- <br />tion No. 4238, transferring funds from the Gas Tax Fund to the Capital Improvements <br />Account. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Staff's <br />recommendation as outlined for the flashing red signals project. Unanimous vote. <br />RESOLUTION NO. 4238 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE 1982-83 FISCAL YEAR BUDGET. <br />Wastewater Treatment Plant <br />Mr. McGee referred to his memorandum dated July 29, 1982, regarding acceptance of <br />Change Orders Nos. 9, 10 and 11 on the construction installation for the Wastewater <br />Treatment Plant Renovation by Equinox Malibu. <br />V ', 1982 <br />
