Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to close the nominations. <br />Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, directing the Secretary <br />to cast a unanimous vote for Councilman Thomas Sawyer of the City of Rialto as the <br />representative to the South Coast Air Quality Management District. Unanimous vote. <br />PUBLIC HEARINGS: <br />RDA/City Council <br />Mayor Huntoon announced this was a Continued Joint Public Hearing between the City <br />Council of the City of Colton and the Redevelopment Agency for the City of Colton <br />on the Proposed Redevelopment Plan for the Santa Ana River Redevelopment Project. <br />City Clerk Ramos stated pursuant to the appropriate sections of the California Com- <br />munity Redevelopment Law, Notice has been duly given that the City Council of the <br />City of Colton and the Redevelopment Agency for the City of Colton have authorized <br />a Continued Joint Public Hearing to consider the approval and adoption of the Re- <br />development Plan for the Santa Ana River Redevelopment Project which will be re- <br />ferred to as the "Redevelopment Plan." <br />NMrs. Ramos advised that Notice of the Hearing was published in the Colton Courier <br />� a newspaper of general circulation on July 1, 8, 15 and 22, 1982. <br />Q Mrs. Ramos concluded the Executive Director of the Redevelopment Agency for the City <br />Q of Colton for the City Clerk has caused to be mailed by Certified Mail Notice of <br />this Public Hearing to the last known assessee of each parcel of land in the <br />Project Area. <br />Chairperson Garcia asked for Roll Call of the Redevelopment Agency for the City of <br />Colton. <br />Members present were Rios, Cisneros, Rehrer, Huntoon, and Chairperson Garcia. Also <br />present were Executive Director and Secretary Elliott, Legal Counsel Brown, and <br />Assistant Secretary Ramos. <br />Mayor Huntoon announced this is the time and place set for the Continued Joint Public <br />Hearing of the City Council of the City of Colton and thr Redevelopment Agency for <br />the City of Colton on the proposed Redevelopment Plan for the Santa Ana Redevelopment <br />Project, and the proposed Environmental Impact Report on the Redevelopment Project, <br />hereinafter referred to as "The Environmental Impact Report." At this continued <br />Public Hearing all persons who whish to speak for or against the proposed Redevelop- <br />ment Plan and the Final Environmental Impact Report will have an opportunity to speak. <br />Mayor Huntoon declared the Continued City Council Public Hearing open. <br />Chairperson Garcia declared the Continued Redevelopment Agency Public Hearing open. <br />Mayor Huntoon stated the Record contains the proposed Redevelopment Plan, a report <br />to the City Council on the proposed Redevelopment Plan, a final Environmental Im- <br />pact Report, and a Preliminary Plan. <br />Mayor Huntoon continued before he asked those who wish to speak to come forward, he <br />would like to request Phil Elliott, Executive Director to the Redevelopment Agency, <br />to introduce the Agency Staff Members who will respond to questions and present the <br />Redevelopment Plan. <br />Executive Director Elliott introduced John Brown, Agency Counsel, Jennifer Thornberry, <br />Staff Project Coordinator, Manuel Nunes, of Patterson & Nunes, and George Zimmerman, <br />of Zimmerman Consulting Engineers. <br />Mr. Elliott advised that the Project area contains approximately 425 acres of land and <br />consists of residential, industrial and commercial land uses. One of the main objec- <br />tives of the Redevelopment Plan is to stimulate development to create new jobs in the <br />industrial area, to free some of the land -locked parcels that are currently undevelop- <br />able, to provide a better quality of entry to the industrial area north of the Southern <br />Pacific Railroad tracks, provide street improvements and other improvements to the <br />sewer and water system, and provide flood control systems in the area so that it can <br />be more properly developed, provide better street circulation and better streets in <br />the residential areas, and an improved intersection at Barton Road. <br />
