Finance/Electric <br />Utility Rate Increase 20:3 <br />Mr. Herbert Conaway, Substation Superintendent, reported the Federal Energy <br />Regulatory Commission approved a 23.9% rate increase to Southern California Edison <br />for their wholesale customers to be effective June 2, 1982. Mr. Conaway stated <br />in order for the City's electric utility to pay the rate increase of purchased <br />power to Edison, a 17.5% increase should be applied to the City's rate schedule. <br />Mr. Conaway stated the 17.5% increase is requested to be applied for a period <br />of 120 days in order to allow the Utility Director, with the help of the <br />Data Processing Consultant, time to complete the programming of the new computer <br />prior to a rate study. <br />Dicussion followed among Council Members regarding the distasteful, but necessary, <br />increase facing Colton Electric customers. Mayor Huntoon stated several times that <br />every effort was been made to defeat and/or postpone this increase. <br />Councilman Rios stated he preferred to wait and look into this in depth. <br />Several members of the audience addressed the Council strongly opposing the rate <br />increase, they were: Margaret Ritz, Ray Abril, Joe Lopez, and R. Stamer. <br />Discussion followed on the distribution of the last Edison court case rebate. <br />Mrs. Andengaard explained the distribution that was made based on the recommenda- <br />tions of the Utility Commission, stating that approximately $113,000.00 remains <br />unspent and is invested in a high interest yield account. <br />Mr. Joe Faulkner, Southern California Edison Representative, stated that an <br />Q additional 9% increase is scheduled for sometime between August and November <br />Q when the second San Onofre Nuclear Generating Station comes on line. Mr. Faulkner <br />stated that Edison residential electric customers will also have their rates <br />increased, however, there is a six month time lag between wholesale customers and <br />retail customers. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to defer the electric <br />rate increase by expending the money invested in the high interest yield account <br />of approximately $113,000.00 until June 15, 1982, allowing the Utility Commission <br />-- time to study and make a report back to the City Council on this matter. Unanimous <br />vote. <br />County of San Bernardino <br />Arts Plan <br />Acting City Manager Elliott reported the San Bernardino County Arts League, a <br />non-profit organization for the arts in San Bernardino County, has been designated <br />by the County Board of Supervisors, as the representative agency in the State/Local <br />Partnership Program with the California Arts Council. <br />Mr. Elliott stated the League is requesting from the City a resolution demonstrating <br />support of the San Bernardino County Arts Plan with the purpose of furthering the <br />arts in San Bernardino . Mr. Elliott said the plan, a 75 page report, is requesting <br />no financial contribution from the City. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4214. Unanimous vote. <br />RESOLUTION NO. 4214 - RESOLUTION TO THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING THE SAN BERNARDINO COUNTY ARTS PLAN. <br />Budget <br />Proposed 1982-83 <br />Acting City Manager Elliott stated this item is not on the Agenda, however, he <br />felt it is of importance and should be addressed at this time. Mr. Elliott reported <br />the Proposed 1982-83 Budget has been given to the City Council tonight and he would <br />recommend June 7, 1982, at 6:00 p.m., as the date and time to begin Budget Sessions. <br />The City Council was in concurrence with the recommendation.
