<br />ment for use in connection with the sale of Certificates.
<br />After discussion, moved by Councilwoman Garcia, seconded by Councilman Hayes, to ap-
<br />prove Resolution No. 4190, and execution of documents as outlined by Staff with re-
<br />gard to proposed Library building construction and financing. Upon Roll Call, the
<br />Vote was:

<br />FORNIA, APPROVING THE ISSUANCE AND SALE OF $760,000 AGGREGATE
<br />PRINCIPAL AMOUNT OF CERTIFICATES OF PARTICIPATION EVIDENCING
<br />OWNERSHIP INTERESTS IN A LEASE -PURCHASE AGREEMENT BY AND BE-
<br />TWEEN THE CITY OF COLTON, CALIFORNIA, AS LESSEE; AND THE BANK
<br />OF AMERICA NATIONAL TRUST AND SAVINGS ASSOCIATION, AS LESSOR,
<br />AUTHORIZING EXECUTION OF THE LEASE -PURCHASE AGREEMENT, A GROUND
<br />LEASE AGREEMENT, A TRUST AGREEMENT, CERTIFICATES OF PARTICIPA-
<br />TION, A PURCHASE AGREEMENT AND RELATED AGREEMENTS AND INSTRU-
<br />MENTS, ALL RELATING TO THE ISSUANCE OF THE CERTIFICATES OF PAR-
<br />TICIPATION BY THE CITY OF COLTON, CALIFORNIA; AND AUTHORIZING
<br />AND APPROVING AN OFFICIAL STATEMENT RELATING TO THE CERTIFICATES

<br />Fleming Park
<br />City Manager Trevino referred to a memorandum from Recreation Director Max Lofy with
<br />regard to the use of Fleming Park and various activities and programs that were for-
<br />merly held in the park, such as summer concerts and plays by a little theater group.
<br />The Recreation and Parks Commission recommends that the Open Air Theater in Fleming
<br />Park be remodeled and improved to a degree that will allow for usage by City agencies,
<br />groups, organizations or churches. The Little Theater group also requests the use of
<br />the Fleming Park stage area for rehearsal purposes during the interim period. The
<br />Recreation and Parks Commission recommends the Park Development Tax Fund be utilized
<br />for the financing of this project.
<br />Mr. Trevino concluded Staff recommends Council concur with the Commission and approve
<br />to proceed with formulating a committee to study the specifics of needed improvements
<br />and a cost evaluation of those items, and also approve the use of the stage area fa-
<br />cility in Fleming Park for rehearsals by the Little Theater group, dates and times to
<br />be worked out with the Recreation Director.
<br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve recommenda-
<br />tions of Staff and the Recreation and Parks Commission with regard to improving Flem-
<br />ing Park and use of its facilities. Unanimous vote.
