Bids <br />Award of Bid, WESCO, $5,655.64, Electrical Cable and Wire. 2 49 <br />Taxes <br />Establish Tax Rate for Bonded Indebtedness for 1982-83 Fiscal Year, approve <br />RESOLUTION NO. 4244. <br />Transfer of Funds <br />Parks Division, Uniforms, $366.77, approve RESOLUTION NO. 4245. <br />Parks <br />Request for use of Fleming Park, United Health Careers Institute, Saturday, <br />October 30, 1982, at 2:00 p. m. <br />Claim <br />Timothy Olvera vs. City of Colton. Recommend denial. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve the Consent <br />Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Resolution of Congratulations <br />City Attorney Edwards read in full a Resolution of Congratulations honoring Post- <br />master Ray Hunter on his retirement and thanking him for his dedicated and loyal <br />(y) service to the City of Colton. The Resolution was accepted by Mr. Gay. <br />Cable TV <br />a <br />Q Mr. Ben Ochoa, General Manager of Buena Vista Cable TV of Colton, made a presenta- <br />tion to the Council Members and audience on the Cable TV program for the City of <br />Colton. Mr. Ochoa introduced Richard Hernandez, Technician, who operated the tele- <br />vision, and Mr. Ochoa outlined the 33 channels available to the public. <br />Mr. Ochoa stated through the FCC they were able to obtain testing cable for the <br />presentation this evening, they have almost completed Phase 1 and are ready to go <br />on to Phase 2, making cable television available to the Colton community. Mr. Ochoa <br />.— advised there are 27 basic channels for viewing at a cost of $8.50, plus various <br />premium channels, movie stations, sporting events stations, etc., available for <br />$9.00 per channel. Mr. Ochoa said they have used the best cable and electronics <br />in their operations, and he wculd like to thank the City Manager and Electric De- <br />partment for all of their assistance. <br />Acting City Manager Elliott asked when the Company will be taking orders. <br />Mr. Ochoa responded they will be taking orders beginning tomorrow morning. <br />Chamber of Commerce <br />Dr. Richard Crane, representing the Chamber of Commerce, presented a Plaque honoring <br />Postmaster Ray Hunter on his retirement and for his years of service to the community. <br />The Plaque was accepted by Mr. Gay. <br />League of California Cities <br />Moved by Councilman Rehrer, seconded by Councilman Rios, designating the Mayor as <br />the Voting Delegate, and the Mayor Pro -Tem as the Voting Alternate, for the League <br />of California Cities Conference to be held in San Diego in October. Unanimous vote. <br />PUBLIC HEARINGS: <br />General Plan Amendment <br />Zoning <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- <br />jections or protests had been received. <br />Planning Director Aguilera reported that the property in question is located on the <br />northwest corner of Washington Street and Center Drive, consisting of approximately <br />48,000 square feet and was annexed to the City in February, 1981, with the under- <br />standing that the zoning would be C-2, General Commercial. Surrounding properties <br />were also included in the annexation and zoning. <br />Mr. Aguilera continued when the new General Plan was adopted, this property was <br />reclassified from General Commercial to High Density Residential.
