2 98 <br />real property, public facilities and improvements, property rehabil- <br />itation, public services, improvement of sites for assisted housing, <br />expansion of industrial and commercial property, and historic pres- <br />ervation. It is the City's option as to which category, or combina- <br />tion of categories, they may wish to apply for. <br />Mr. Aguilera continued Staff has held two citizen participation meet- <br />ings at the Luque and Hutton Centers for the purpose of determining <br />which programs the local citizens are interested in. Most people at- <br />tending the meetings favored applying for funds for the creation of <br />a Housing Rehabilitation Program, with two people speaking in favor <br />of an expansion of the Luque Center. <br />Mr. Aguilera advised after the input from these meetings, Staff con- <br />ducted a survey of the area located south of the freeway and north o <br />the river, counting a total of 505 homes and determined that 230 of <br />these were in some need of rehabilitation, with 60 of the 230 in dire <br />need of repair. Staff then conducted a door-to-door survey of 100 <br />homes and found that 88 percent of the people surveyed were interest- <br />ed in the program and 81 percent would be eligible under the income <br />guidelines. Staff has also been made aware that the State might <br />look favorably upon a housing -related program, as opposed to any <br />of the other eligible programs. <br />Mr. Aguilera stated in addition, Staff has been in contact with a <br />local lending institution which has tentatively agreed to work with <br />the City to create and fund this program. As tentatively agreed, <br />the City and the lender would make loans of up to $15,000. The City <br />would determine the amount of the loan to be made by the lender and <br />the City would complete the loan using the Community Development <br />Block Grant funds. By working with the lender in this fashion, the <br />$600,000 grant would be supplemented by approximately $200,000 in <br />bank loans. It is Staff's understanding that the Redevelopment <br />Agency is considering opening their rehabilitation program on a City- <br />wide basis. The combination of these three sources of funds could <br />mean that $875,000 could be made available for loans in this area. <br />Mr. Aguilera concluded based on this report, Staff would recommend <br />that the City Council approve the application for a $600,000 Commun- <br />ity Development Block Grant for the purpose of creating a Housing Re- <br />habilitation Program, and further recommends that the Council approve <br />in concept the rehabilitation program outlined in the attached docu- <br />ment entitled "Housing Rehabilitation Program Handbook." <br />Mayor Huntoon asked if anyone present desired to speak on this <br />matter. <br />Councilwoman Garcia questioned various sections of the "Housing Re- <br />habilitation Program Handbook", in particular the Appeal process, ask - <br />if the Appeal process to the loan applications applied only to those <br />applications that the City Council will consider. <br />Mr. Aguilera replied yes. <br />Councilwoman Garcia then asked what happens to those applications that <br />are rejected before reaching the City Council - do they have the right <br />of Appeal? <br />Mr. Aguilera answered no. <br />On Council consensus, it was decided that all loan applications <br />have the right of appeal, and that Subsection B, Section IV, <br />of Chapter 1, be modified to read "City's" initial decision in <br />place of "Council's" initial decision. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, the <br />Public Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve Staff's report and recommendation regarding Grant appli- <br />cation and Handbook as modified.
