Mattson, 1st Sergeant Samuel Walls, Jr., and Members of the Inspector -Instructor Staff of the United States Marine Corps, for their participation in various events in the City of Colton. The Resolution was accepted by 1st Sgt. Walls, who introduced Members of the Inspector -Instructor Staff, and presented the Mayor and City Council with a Certificate of Appreciation from their Unit of the United States Marine Corps. PUBLIC HEARINGS: Personnel Res. No. 4314 Mayor Huntoon declared the Public Hearing open. Personnel Officer Elliott submitted the Affidavit of Posting and reported that no protests or objections had been received. Director of Community Services Joseph McGee reported that prior to the fiscal year 1982-83, the Auto Shops consisted of one superin- tendent, two mechanics, and one equipment serviceman, and the Com- munity Services Department had requested that the equipment ser- viceman position be expanded and reclassified to include simpler repair procedures under the direction of a mechanic. The position was upgraded to mechanic, however, the Division does not require an additional, fully -trained mechanic at this time. What is needed is a mechanic's assistant, able to perform repairs under the supervi- sion of a mechanic, make parts runs, do lubrications and routine servicing of vehicles. Mr. McGee concluded that Staff requests one Equipment Mechanic be reclassified to Mechanic's Assistant, and approval of Resolution No. 4314. Mayor Huntoon asked if anyone present desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to terminate the Public Hearing. Vote was unanimous. RESOLUTION NO. 4314 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING RESOLUTION NO. 4279, ES- TABLISHING A PAY AND CLASSIFICATION PLAN FOR THE CITY OF COLTON. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Pretreatment Ordinance Ordinance No. 163'7 City Attorney Edwards advised that Ordinance No. 1637 is before the Council this evening for consideration. Mr. Edwards stated the Council Members may desire to waive full reading, or that it be read in its entirity, however, to waive full reading requires a unanimous vote. Mayor Huntoon asked what were the wishes of the City Council. Moved by Councilman Rios, seconded by Councilwoman Cisneros, to waive full reading of Ordinance No. 1637• Motion did not carry, Council- man Rehrer voting NO. City Attorney Edwards then proceeded to read Ordinance No. 1637 in its entirity. Mr. Edwards then stated the City Council may wish to take action this evening with regard to First Reading of Ordinance No. 1637, or defer this matter to another meeting when there is a full Council.
