311 <br />Councilman Rehrer stated in all fairness to Councilwoman Garcia, who <br />is absent this evening, he would move that this matter be held over <br />until the next regular Council Meeting. Motion seconded by Councilman <br />Rios and unanimously passed. <br />Director of Community Services Joseph McGee stated he would like to <br />present alternatives for charging for the cost of the Pretreatment <br />Program so that a Resolution can be prepared reflecting the City <br />Council's wishes on the methods of charging for service. <br />Councilman Rehrer again stated in all fairness to Councilwoman Garcia, <br />he would make a motion to defer this matter to the next regular <br />Council Meeting. Motion seconded by Councilman Rios and unanimous- <br />ly passed. <br />Special Assessments <br />Mr. McGee reported to the Council on a Petition for the formation of <br />a Landscaping and Lighting Assessment District from Fredericks Devel- <br />opment Corporation, involving their property lying west of Cooley <br />Drive, south of Cooley Lane, north of Reche Canyon Flood Control <br />Channel and east of I-15 Freeway, known as Tract Nos. 10970 through <br />10975, to develop and construct a park to be centrally located with- <br />in the tract. The Assessment District would provide for the mainte- <br />nance of landscaped facilities, street lights, and parkway areas, at <br />no cost to the City in general, the cost of these services will be <br />provided proportionately among the property owners and appear as a tax <br />assessment on their property. Staff believes that this method of <br />funding the maintenance costs to be less expensive for the property <br />owners than a property owners association. <br />Mr. McGee concluded Staff recommends the City Council approve the con- <br />cept of a street lighting and landscaping district and direct Staff <br />to obtain an agreement from Fredericks Development Corporation where- <br />by they would agree to pay the engineering costs of establishing the <br />Assessment District. <br />After discussion, moved by Councilman Rehrer, seconded by Councilman <br />Rios, to approve Staff's recommendation with regard to Petition for <br />formation of a Landscaping and Lighting Assessment District requested <br />by Fredericks Development Corporation as outlined. Unanimous vote. <br />Agreements <br />Mr. McGee stated Staff requests authorization and approval to enter <br />into an agreement with Krieger and Stewart for engineering services <br />for the repair of flood damage and replacement of the 30 inch sewer <br />main under the Santa Ana River. Unanimous vote. <br />Refuse <br />Mr. McGee introduced for Council's consideration and approval Ordi- <br />nance No. 1640, for First Reading, and Resolution Nos. 4315 and 4316 <br />regarding charges for refuse pick up and franchise fees, as previous- <br />ly discussed. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to waive full <br />reading and pass First Reading of Ordinance No. 1640.
