<br />Mayor Huntoon declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported
<br />that no protests or objections had been received.
<br />Planning Director Aguilera reported on a request for a General Plan
<br />Amendment, Index No. G-3-82, requested by Joseph Gaydos, to change
<br />the designation from low density residential to general industrial,
<br />on property located south of Agua Mansa Road, west of 5th Street,
<br />approximately 240 feet north of Fogg Street and approximately 496
<br />feet east of Rancho Avenue, containing approximately 3.36 acres of
<br />vacant land and currently zoned R-1, single family residential.
<br />Mr. Aguilera continued if this were allowed, this industrial desig-
<br />nation would permit a wide range of heavy and light industrial uses,
<br />which would be located adjacent to existing residential development.
<br />Mr. Aguilera concluded the Planning Commission, after hearing this
<br />matter March 8, 1983, recommended denial of the request for a Gen-
<br />eral Plan Amendment as outlined in Planning Commission Resolution
<br />No. 1060, and, if the Council concurs, it would be in order to adopt
<br />Resolution No. 4323, approving Planning Commission Resolution No.
<br />1060.
<br />Mayor Huntoon asked if anyone desired to speak on this matter.
<br />Mr. Joseph Gaydos, applicant, stated he would like to be included in
<br />the industrial park zoning, and asked the City Council to give every
<br />consideration to his request.
<br />Mr. Joseph Torres, 961 South 5th Street, Colton, spoke in opposition
<br />to the industrial zoning, stating that the zoning along 5th Street
<br />should remain residential.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, the
<br />Public Hearing was terminated. Unanimous vote.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to
<br />approve RESOLUTION NO. 4323• Unanimous vote.

<br />City Manager Elliott reported on two requests from San Salvador
<br />Catholic Church for use of Fleming Park, Sunday, July 24, 1983, from
<br />4:00 to 9:00 p. m., for a church picnic and musical program, and for
<br />rehearsals on May 7 and 21, June 11, 18 and 25, and July 9, 16 and
<br />23, from 7:00 to 9:00 p. m., and for use of the Hutton Community
<br />Center on May 6, 8, 20, and 22; June 10, 12, 24, and 26; July 22 and
<br />24; and August 5 and 7, Friday evening, all day Saturday and Sunday.
<br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to ap-
<br />prove requests of San Salvador Catholic Church for the use of Fleming
<br />Park and the Hutton Community Center as outlined by Staff. Vote was
<br />unanimous.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Sewers
<br />Proposals/Agreements
<br />Planning Director Aguilera reported on the selection of consultant for
<br />the Sewer Project, which will be funded from the 1982-83 Community
<br />Development Block Grant. Mr. Aguilera stated after completing the
<br />necessary contract requirements for the release of funds, a Request
<br />for Proposals was made for the engineering and design of the sewer
<br />project, and on April 25, 1983, the completed proposals were opened
<br />and reviewed by the City's Development Review Committee, and it is
<br />their recommendation that the Engineering Firm of Dotson, O'Bryant
<br />& Crawford be awarded the Contract in an amount not to exceed $32,789.
<br />Mr. Aguilera continued it is further recommended that the City Manager
<br />be authorized to enter into an Agreement with the Engineering Firm of
