19 <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />General Plan <br />Planning Director Aguilera reported the City's General Plan was adopt- <br />ed in December, 1981, and was the first update of the General Plan <br />since 1965. Mr. Aguilera advised the State General Plan guidelines <br />reguire the entire Plan, including the basic policies, should be <br />thoroughly reviewed at least every five years and revised as neces- <br />sary to reflect new conditions, local attitudes, and political re- <br />alities. <br />Mr. Aguilera continued that on December 11, 1984, the Planning Com- <br />mission discussed the need to begin the process for the five-year <br />update, and came to the conclusion that the City should comply with <br />the State's suggestion for the benefit of the City, its citizens and <br />property owners, and they also formed an ad hoc committee to work on <br />this project as it develops. <br />OMr. Aguilera stated the Planning Commission voted unanimously to <br />recommend to the City Council that the five-year update of the Gen- <br />W eral Plan be started by first instructing Staff to issue requests <br />for proposals from consultants, and, if the Council agrees with this <br />Qrecommendation, a motion to instruct Staff to prepare a Request for <br />M Proposals to be mailed to all interested consultants would be in order. <br />After discussion between Councilwoman Garcia and Planning Director <br />Aguilera, moved by Councilman Rehrer, seconded by Councilman Rios, to <br />approve Staff's recommendation with regard to update of City's General <br />Plan. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />'—' Ordinance No. 1675 <br />Acting Director of Community Services John Hutton reported that new <br />Federal Law provides for longer, wider and heavier trucks, and cities <br />are being required to review and designate terminal access routes to <br />give these bigger trucks access to services and terminals. <br />Mr. Hutton continued that without an ordinance, the terminal access <br />process cannot be implemented, and without implementation, the City <br />can expect legal challenge. Mr. Hutton referred to proposed Ordi- <br />nance No. 1675, which provides for a local process to regulate the <br />reasonable access provisions of the new Federal law. <br />Mr. Hutton concluded Staff recommends First Reading of Ordinance No. <br />1675. <br />Moved. by Councilman Rehrer, seconded by Councilman Rios, to pass First <br />Reading of Ordinance No. 1675, and waive further reading. Unanimous <br />vote. <br />ORDINANCE NO. 1675 - AN ORDINANCE OF THE CITY OF COLTON ADDING CHAPTER <br />(First Reading) 10.30 TO THE MUNICIPAL CODE OF COLTON RELATING TO <br />INTERSTATE TRUCKS. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Municipal Park/Dedications <br />City Manager Elliott advised that Staff would like to plant the live <br />Christmas tree, which is presently located in the lobby of City Hall <br />in celebration of Christmas, in Municipal Park in honor of the late <br />Father Michael Keene, who dearly loved to walk in the park and was <br />truly dedicated to the preservation of trees. <br />Mr. Elliott concluded Staff recommends approval of this dedication and <br />authorization to proceed with planning of the ceremonies. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Staff's recommendation as outlined.
