423 <br />RESOLUTION NO. 4426 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE 1983-84 FISCAL YEAR BUDGET. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Adjourned Meetin <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, setting <br />the date of Wednesday, March 7, 1984, for an Adjourned Council Meet- <br />ing, at 3:30 p. m., for presentation of Employees Service Pins. <br />Unanimous vote. <br />Legal Matters/Legislation <br />Lake Cadena Mobile Home Park <br />City Manager Elliott reported that Staff has met with both the repre- <br />sentatives of the residents at Lake Cadena Mobile Home Park and the <br />owners of the Park, and feel that the problems, as outlined in the <br />documentation submitted by the residents, can be resolved. Mr. <br />Elliott said as to the condition of the Park, it is recommended that <br />the owners of the Park and the residents meet and resolve their <br />problems, and Staff would participate in the meeting if Council, the <br />M� residents, and owners so desire. <br />`-, Mr. Eldon J. Green, spokesman for the residents of Lake Cadena Mobile <br />Home Park, made a presentation to the City Council regarding the run- <br />down condition of the park, the necessary improvements that must be <br />Q made to bring it up to standard, and again requested the Council ap- <br />point a Mobile Home Park Commission to assist in alleviating these <br />problems and control the continued rent increases. <br />Mr. Tom Tatum, 11340 Olympic Boulevard, Los Angeles, stated he was <br />representing the new firm of the Park, Kaplan & Tatum, and advised <br />that they were not aware these problems existed in the Park, as no <br />one had ever contacted them before. Mr. Tatum outlined the future <br />improvements planned for the park, stating the sewer and water facili- <br />ties would be upgraded and a cable system would be installed. Mr. <br />Tatum stated all of these matters cannot be solved overnight, the <br />Park contains approximately 280 spaces and over 700 residents, and <br />some of these things will take time, with a park of that size contain- <br />ing that many people. <br />Discussion then followed among Council Members, Staff, and Mr. Tatum <br />with regard to the condition of the park, the residents' continued <br />complaints and dissatisfaction, etc. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, recom- <br />mending that the owners and residents of Lake Cadena Mobile Home Park <br />get together for meetings in an attempt to resolve the existing prob- <br />lems at the park, and report back to the City Council within thirty <br />days. Unanimous vote. <br />Water Division <br />Mr. Elliott referred to a letter from the Sullivan Water Company <br />requesting the City of Colton take over their water company, ad- <br />vising Staff has been meeting with representatives of Sullivan <br />Water Company on this issue, and recommend this matter be referred <br />to Staff for review and report. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ap- <br />proving Staff's recommendation with regard to the Sullivan Water <br />Company. Unanimous vote. <br />Financing <br />Res. No. 4427 <br />Mr. Michael Grubb, SBE Development, Inc., 19671 Beach Boulevard, <br />Huntington Beach, made a presentation regarding a proposal for the <br />development of a 208 unit residential apartment project on property <br />on Meadow Lane, and requested Council's consideration in issuing <br />multifamily housing bonds to provide tax-exempt financing for the <br />project. The City is empowered to issue such bonds under the pro - <br />FEB 2 1 1981 <br />
