41S <br />Assessment District No. '79-1 <br />Mr. McGee referred to his memorandum regarding entering into an <br />agreement with Joseph A. Bonadiman & Associates for construction <br />staking services for Assessment District No. 79-1, at a cost of <br />$43,000, based on hourly billings. <br />Mr. McGee said Staff recommends the City enter into an Agreement with <br />Joseph Bonadiman & Associates to provide construction staking services <br />for Assessment District No. 79-1, with the form of said Agreement to— <br />be approved by the City Attorney. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, approving <br />Staff's recommendation to enter into an Agreement with Joseph Bonadi- <br />man & Associates for construction staking services for Assessment <br />District No. 79-1. Unanimous vote. <br />Assessment District No. 79-1 <br />Mr. McGee read his memorandum regarding entering into an Agreement <br />with Medall, Aragon, Worswick & Associates, Inc., for soil testing <br />services for Assessment District No. 79-1, at an estimated cost of <br />$11,534. The District has money budgeted for this purpose, and the <br />amount budgeted exceeds that company's estimated cost. <br />Mr. McGee concluded Staff recommends the Council authorize entering <br />into an Agreement with Medall, Aragon, Worswick & Associates to pro- <br />vide construction compaction testing and grading control for Assess- <br />ment District No. 79-1, the form of said Agreement to be approved by <br />the City Attorney. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ap- <br />proving Staff's recommendation to enter into an Agreement with Medall, <br />Aragon, Worswick & Associates to provide soil testing services for <br />Assessment District No. 79-1. Unanimous vote. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Central Park <br />City Manager Elliott referred to a report from Recreation Director <br />Max Lofy on Central Ballpark, which was an informational item and <br />no action was necessary at this time. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Elliott stated that Item Nos. 21 and 22 will be discussed <br />in Closed Session later in the meeting. <br />City Yards <br />Mr. John Creatura, of La Cadena Associates, 190 West H Street, Suite <br />100, Colton, made a presentation to the Council Members with regard <br />to consideration of consolidating the City Yards at the South Colton <br />location and the development of a senior citizens housing complex <br />on the City's 10th and "H" Street site. <br />Mr. Creatura continued the concept that seems most feasible would be <br />for the City to retain ownership of both pieces of ground and for <br />the partnership, La Cadena Associates, to own the improvements. La <br />Cadena Associates would lease the City Yard improvements to the City <br />for a specified period and at the end of that period, would sell the <br />improvements to the City for a nominal fee. La Cadena Associates <br />would also lease from the City the land that the senior citizens <br />housing complex was on and the City would sell this parcel to La <br />Cadena Associates for a nominal fee after the lease period expires. <br />Mr. Creatura stated the City would still own the land under both <br />projects so it would retain the control it feels necessary and could <br />also participate in financing that would lower the overall cost of <br />rental to the senior citizens of Colton. Financing could then be <br />obtained through any number of low-interest programs available to <br />cities such as tax increment financing, block grant funds, or the <br />various financing programs available if the two properties were to <br />be included in the redevelopment area. <br />FEB i; 984 <br />
