470 <br />Mr. Henry Reyes reported he purchased the property at 916 Sperry Drive <br />and at the time of purchase, there was no indication to him of any <br />demolition having taken place. Mr. Reyes stated he bought the <br />property free and clear of any liens as none appeared in the title <br />search. <br />City Attorney Edwards informed the Council that at this time, the City <br />has no proof that Mr. Reyes is the owner of record. Mr. Edwards said <br />he would recommend that Mr. Reyes bring his property documentation to <br />City Hall, City Manager's Office for review and that a determination <br />could then be made. Mr. Edwards said the Council should continue with <br />the proceedings and if review of Mr. Reyes' papers are found to be in <br />his favor, then staff would properly amend both resolutions. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />terminate the public hearing. Unamious vote. <br />City Attorney Edwards reported that in the resolutions before the <br />Council, there is a correction to be made. Mr. Edwards said the <br />parcel listed as Item G. will be deleted in both resolutions as the <br />property owner has paid the assessment. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve Resolutions Nos. 4488 and 4489, with the deletion of Item G. <br />Unanimous vote. <br />RESOLUTION NO. 4488 - <br />RESOLUTION APPROVING AND CONFIRMING REPORT OF <br />COLTON BUILDING OFFICIAL FILED PURSUANT TO <br />SECTION 1601 OF THE UNIFORM HOUSING CODE, <br />ORDINANCE NO. 1579, OF THE CITY OF COLTON, AND <br />THE ASSESSMENTS OF CHARGES AGAINST REAL <br />PROPERTY IN ACCORDANCE THEREWITH. <br />RESOLUTION NO. 4489 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON DETERMINING AND AUTHORIZING THE PAYMENT <br />OF ASSESSMENT BY INSTALLMENTS. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />BUDGET <br />Expenditure Control <br />City Manager Elliott presented an administrative policy which would <br />allow the City Manager to transfer funds within a department budget <br />to meet daily requirements. Mr. Elliott said this policy would also <br />delete the need of submitting budget transfers to the Council. Mr. <br />Elliott said the expenditures would be limited to the amount approved <br />by Council action. Mr. Elliott recommended approval. of Administra- <br />tive Police No. II -A-1. <br />Discussion followed as to why this <br />responded that it is a time saver, <br />action and the procedure of waiting <br />mean a two week waiting period. <br />policy was needed. Meeting can <br />Councilman Rios asked if the Council would receive a listing of all <br />transfers. <br />City Manager Elliott stated a list could be made available. <br />Councilwoman Garcia was of the opinion that the Council was giving <br />away some of its authority and was opposed to the recommendation. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve Administrative Police No. II -A-1. Motion carried. Council- <br />woman Garcia voting NO. <br />PARKS <br />Personnel <br />City Manager Elliott reported during budget sessions, request was <br />made to bring back a proposal to have two part time employees assigned <br />to the parks on week ends to help keep the parks clean.
