431 <br />Redevelopment <br />Res. No. 4433 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Mr. Aguilera reported on the Santa Ana River Redevelopment Project <br />Specific Plan, located west of Hunts Lane, south of Interstate 10, <br />north of Cooley Drive, and east of the Santa Ana River, containing <br />approximately 143 acres of vacant, developed land zoned industrial. <br />Mr. Aguilera continued the Specific Plan outlines in detail the loca- <br />tion of public utilities and roads, and the types of uses which will <br />be allowed and encouraged. Staff, the Development Review Committee, <br />and the Planning Commission have reviewed the Plan and found it to be <br />satisfactory. Mr. Aguilera stated the proposed project is consistent <br />with all elements of the City's General Plan as well as being consis- <br />tent with existing zoning. Compatibility to surrounding uses is also <br />provided by the Plan. The Planning Commission has found the Plan to <br />be free of significant environmental hazards and has approved a Nega- <br />tive Declaration for the project, and, after reviewing the Plan <br />thoroughly, recommend approval. <br />Q Mr. Aguilera concluded if Council concurs, it would be in order to <br />Q approve Resolution No. 4433. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. McDonald, owner of the Taco Tia Warehouse, stated he was concerned <br />about possibly having to leave the corner where his business is locat- <br />ed, that he has been very happy there for many years, and he would <br />hate to leave. <br />Mr. Dan Burnett, of Neste, Brudin and Stone, stated they are in no <br />position to evacuate any of the property owners in that area, and <br />that is not planned, however, they do intend to utilize and develop <br />the vacant land to its fullest. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate <br />the Public Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />Resolution No. 4433. Unanimous vote. <br />RESOLUTION NO. 4433 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ADOPTING THE SANTA ANA RIVER REDEVELOP- <br />MENT PROJECT SPECIFIC PLAN. <br />Personnel <br />Res. No. 4434 <br />Mayor Huntoon declared the Public Hearing open. <br />Personnel Officer Elliott submitted the Affidavit of Posting and re- <br />ported. that no protests or objections had been received. <br />Personnel Officer Elliott reported that the 1984 Memorandums of Under- <br />standing for the various employee groups provided additional holiday <br />leave and sick leave disbursement, and it was therefore necessary to <br />amend Resolution No. 2240, the Personnel Rules and Regulations. <br />Mr. Elliott concluded if Council is in agreement, approval of Resolu- <br />tion No. 4434 is recommended. <br />Mayor Huntoon asked if anyone present desired to speak in this matter. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to termi- <br />nate the Public Hearing.
