431 Redevelopment Res. No. 4433 Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Mr. Aguilera reported on the Santa Ana River Redevelopment Project Specific Plan, located west of Hunts Lane, south of Interstate 10, north of Cooley Drive, and east of the Santa Ana River, containing approximately 143 acres of vacant, developed land zoned industrial. Mr. Aguilera continued the Specific Plan outlines in detail the loca- tion of public utilities and roads, and the types of uses which will be allowed and encouraged. Staff, the Development Review Committee, and the Planning Commission have reviewed the Plan and found it to be satisfactory. Mr. Aguilera stated the proposed project is consistent with all elements of the City's General Plan as well as being consis- tent with existing zoning. Compatibility to surrounding uses is also provided by the Plan. The Planning Commission has found the Plan to be free of significant environmental hazards and has approved a Nega- tive Declaration for the project, and, after reviewing the Plan thoroughly, recommend approval. Q Mr. Aguilera concluded if Council concurs, it would be in order to Q approve Resolution No. 4433. Mayor Huntoon asked if anyone present desired to speak on this matter. Mr. McDonald, owner of the Taco Tia Warehouse, stated he was concerned about possibly having to leave the corner where his business is locat- ed, that he has been very happy there for many years, and he would hate to leave. Mr. Dan Burnett, of Neste, Brudin and Stone, stated they are in no position to evacuate any of the property owners in that area, and that is not planned, however, they do intend to utilize and develop the vacant land to its fullest. Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate the Public Hearing. Unanimous vote. Moved by Councilman Rehrer, seconded by Councilman Rios, to approve Resolution No. 4433. Unanimous vote. RESOLUTION NO. 4433 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPTING THE SANTA ANA RIVER REDEVELOP- MENT PROJECT SPECIFIC PLAN. Personnel Res. No. 4434 Mayor Huntoon declared the Public Hearing open. Personnel Officer Elliott submitted the Affidavit of Posting and re- ported. that no protests or objections had been received. Personnel Officer Elliott reported that the 1984 Memorandums of Under- standing for the various employee groups provided additional holiday leave and sick leave disbursement, and it was therefore necessary to amend Resolution No. 2240, the Personnel Rules and Regulations. Mr. Elliott concluded if Council is in agreement, approval of Resolu- tion No. 4434 is recommended. Mayor Huntoon asked if anyone present desired to speak in this matter. Moved by Councilman Rios, seconded by Councilwoman Garcia, to termi- nate the Public Hearing. Unanimous vote.
