Valley, and they have been battling this problem in San Bernardino <br />for many years, and have received many calls about the amount of ani— <br />mals they can keep. Mrs. Anderson advised there is a permit system <br />that is used in certain jurisdictions. Mrs. Anderson felt Colton's <br />proposed ordinance was too restrictive with regard to the time limit <br />for disposing of pets, and felt the resident should have ample time to <br />cut down on the number of pets they have. Mrs. Anderson said she brings <br />a message from their Board of Directors, who ask that the City of <br />Colton postpone this matter in order to work with the City on this and <br />bring in experts to help work out something that everyone can live with. <br />Mr. Loren R. Chiever, 1294 Holly Avenue, Colton, stated he felt estab— <br />lishing an ordinance of this nature was a good idea, and an amount of <br />three dogs or three cats was a fair number, however, he felt the time <br />period for disposing of pets in excess of this number was too short and <br />the ninety—day period to comply with the law would be hard to live with. <br />Mr. Chiever stated that he raises show dogs and four months is much too <br />early to tell whether or not they would qualify as a show dog. Mr. <br />Chiever felt there should be some changes made to portions of the pro— <br />posed ordinance. <br />Mr. Harold R. Chandler, 5424 Prado Court, San Bernardino, stated he is <br />a member of the Board for the Humane Society of San Bernardino Valley, <br />and felt that three does not seem to be an appropriate number of pets, <br />especially for people who have show animals as they are really in a <br />different situation. Mr. Chandler felt the ordinance should have some <br />kind of regulation permitting kennels. <br />Mr. Art Gray, 813 Herberts Lane, Colton, spoke to the Council about his <br />four dogs and how he came about obtaining these pets over a period of <br />years. Mr. Gray felt the City will have a hard time enforcing an ordi— <br />nance of this nature. <br />Ms. Lee Briggs, 1302 Highland, Colton, stated she has five pomeranian <br />show dogs that she takes to various organizations, convalescent homes, <br />etc., for entertainment, and she could not part with any one of them. <br />Ms. Briggs stated that it takes longer then six months to determine if <br />a dog is really a show quality dog. Ms. Briggs said she hopes the City <br />Council will not pass this ordinance. <br />Mr. Ray Martinez, 435 West Citrus, Colton, spoke to the Council members <br />about the problem he has with a neighbor who has approximately 15 to 18 <br />dogs. Mr. Martinez said these dogs have jumped his fence and killed <br />his pets, and most of the neighbors are afraid to complain. Mr. Martinez <br />advised that this problem has been going on for over a year now, it is <br />becoming a health hazard, and he has reported it to the police depart— <br />ment and health department. Mr. Martinez concluded he really needs some <br />kind of help with this problem. <br />3 <br />
