Mr. Wade Seymour, 1810 Cottonwood, Colton, stated he would like to make
some suggestions in this regard, such as requiring a permit to estab-
lish a kennel for anything over the amount of six, and have the City
set up standards and a form of licensing.
Councilwoman Cisneros said she felt the City should make a decision to-
night and take into consideration the comments made this evening. Mrs.
Cisneros said she would agree with a maximum of six animals.
Councilman Rios felt the City needs some kind of limitation and should
maintain the limit of three, and any amount over that would constitute
a kennel, which would necessitate licensing.
Councilwoman Garcia asked about sections of the Zoning Ordinance and
Municipal Code relating to the keeping of animals in various zones and
the regulation requirements.
City Attorney Edwards then read portions of the Colton Municipal Code
relating to animal boarding and animal keeping, light and heavy.
Discussion then followed among Council Members and Staff concerning
Zoning Ordinance requirements and regulations for animals in permitted
zones, special permits required, etc.
Councilwoman Garcia said she felt the City needs to work with the Humane
Society on this matter and that the proposed ordinance needs some re-
finement. Mrs. Garcia stated this matter should be referred back to
Staff.
Councilman Rehrer said he was in agreement with Councilwoman Garcia, and
he would move that the proposed ordinance be referred back to Staff for
refinement and return within thirty days.
Councilwoman Garcia stated she would second the motion if Councilman
Rehrer would consider amending the motion to state "return within two
weeks".
Councilman Rehrer stated he would agree with that.
Councilwoman Cisneros then asked if the motion could also contain some -
about pit bulls, as recently there was a very bad accident involving a
pit bull, and she would like to see some form of investigation on this.
It was then decided that the statement would include pit bulls and other
vicious dogs.
The Motion made and seconded, with amendments, was refer back to Staff
the proposed ordinance for refinement and return within two weeks, and
include an investigation with regard to pit bulls and other vicious dogs.
Unanimous vote.
4
