Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve <br />Resolution No. R-25-88. Unanimous vote. <br />RESOLUTION NO. R-25-88 - WEED ABATEMENT, FINDING, DETERMINING AND DE- <br />CLARING INSUFFICIENT OBJECTIONS OR PROTESTS <br />TO THE REMOVAL OF PUBLIC NUISANCE. <br />Fees/Parks <br />Mayor Gonzales declared the Public Hearing open. <br />Assistant City Manager Keane submitted the Affidavit of Publication and <br />reported that no protests or objections had been received. <br />Assistant City Manager Keane reported on the City's collection of fees <br />from new development for park construction and improvement, advising <br />that Staff has made findings with respect to its ability to collect <br />park fees and/or require the dedication of park land as follows: <br />I. The City of Colton currently has a flat $200 per residential unit <br />park construction fee. This fee was adopted on October 21, 1977, and <br />has not been modified since that date. The Consumer Price Index has <br />increased by approximately 94% between October 1977 and January 1988. <br />2. The City of Colton's durrent General Plan indentifies the need for <br />232.1 acres of additional park land by the year 2005. The cost of the <br />required land and improvements is estimated to total $36 million in <br />today's dollars. <br />3. The City of Colton's durrent General Plan idendifies 175343 resi- <br />dential units to be constructed within the current City boundaries on <br />currently vacant land. <br />4. Funds generated by the proposed fee modifications are estimated to <br />total less than half the dollar amount required to provide park facili- <br />ties identified in the City of Colton's current General Plan. <br />5. The City of Colton has completed an inventory of existing public <br />recreational land within the city limits. The ratio of current acreage <br />to current population exceeds that necessary to require the dedication <br />of 3 acreage tocurrent population exceeds that necessary to require the <br />dedication of 3 acres per 1000 population, as specified in Section <br />66477 (b) (1) of the California Government Code. <br />6. In Fiscal Year 1986-87, the City Council of the City of Colton <br />adopted a four year park plan for the expenditure of park -in -lieu <br />fees. This plan is updated on an annual basis. <br />Ms. Keane stated that Staff is requesting the Council consider three <br />actions on this matter: Pass Second Reading of Ordinance No. 0-10-88, <br />'^ adopt an Urgency Ordinance, No. 0-11-885 and adopt the Findings as <br />listed. <br />5 <br />
