R-25-88 - WEED ABATEMENT, FINDING, DETERMINING AND DE- CLARING INSUFFICIENT OBJECTIONS OR PROTESTS TO THE REMOVAL OF PUBLIC NUISANCE. Fees/Parks Mayor Gonzales declared the Public Hearing open. Assistant City Manager Keane submitted the Affidavit of Publication and reported that no protests or objections had been received. Assistant City Manager Keane reported on the City's collection of fees from new development for park construction and improvement, advising that Staff has made findings with respect to its ability to collect park fees and/or require the dedication of park land as follows: I. The City of Colton currently has a flat $200 per residential unit park construction fee. This fee was adopted on October 21, 1977, and has not been modified since that date. The Consumer Price Index has increased by approximately 94% between October 1977 and January 1988. 2. The City of Colton's durrent General Plan indentifies the need for 232.1 acres of additional park land by the year 2005. The cost of the required land and improvements is estimated to total $36 million in today's dollars. 3. The City of Colton's durrent General Plan idendifies 175343 resi- dential units to be constructed within the current City boundaries on currently vacant land. 4. Funds generated by the proposed fee modifications are estimated to total less than half the dollar amount required to provide park facili- ties identified in the City of Colton's current General Plan. 5. The City of Colton has completed an inventory of existing public recreational land within the city limits. The ratio of current acreage to current population exceeds that necessary to require the dedication of 3 acreage tocurrent population exceeds that necessary to require the dedication of 3 acres per 1000 population, as specified in Section 66477 (b) (1) of the California Government Code. 6. In Fiscal Year 1986-87, the City Council of the City of Colton adopted a four year park plan for the expenditure of park -in -lieu fees. This plan is updated on an annual basis. Ms. Keane stated that Staff is requesting the Council consider three actions on this matter: Pass Second Reading of Ordinance No. 0-10-88, '^ adopt an Urgency Ordinance, No. 0-11-885 and adopt the Findings as listed. 5
