for this year's United Way Campaign. Mr. Benest advised the City's con- <br />tribution was 21 percent over last year's, with the Electric Department <br />showing an increase of 193 percent, and the Street Division with the <br />largest number of givers. <br />PUBLIC HEARINGS: <br />Appeal <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that <br />no protests or objections had been received. <br />Community Development Director Jaime Aguilera reported on an Appeal filed <br />by Ms. Carolina Rodriguez of a Planning Commission action requiring an <br />Environmental Impact Report for her request of a Conditional Use Permit, <br />File Index Nos. C-11-88 and D-76-88, to allow dancing in a C-2 zone. Ms. <br />Rodriguez currently operates a bar known as the E1 Tampico and she would <br />like to add live entertainment and dancing for the benefit of her clients <br />Mr. Aguilera continued that Ms. Rodriguez has requested similar Condition- <br />al Use Permits in the past which have been denied, mostly due to the Plann- <br />ing Commission's concern that no parking existed for the expanded use and <br />due to concerns about noise, unruly customers, autotheft and vandalism in <br />the area. Ms. Rodriguez apparently purchased a parking lot across the <br />street from her business at 7th and "N" Streets. The Traffic Committee <br />was concerned, and the Planning Commission agreed, that pedestrian traf- <br />fic would be required to cross a busy intersection without the benefit of <br />signals and sometimes possibly in an enebriated condition. The parking <br />lot is adjacent to homes and a concern exists regarding the use of this <br />lot at 2:00 a.m., next to residences, and the effects it would have on <br />the neighborhood. <br />Mr. Aguilera said in view of these factors and others delineated in the <br />Environmental Review Form, Staff recommended., and the Planning Commission <br />agreed, to require an Environmental Impact Report in order to assess the <br />impacts of such a use upon the neighborhood. <br />Mr. Aguilera concluded if Council agrees with Staff's recommendation to <br />require an Environmental Impact Report on the issues outlined, a motion <br />to adopt Resolution No. R-122-88 would be in order. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mr. Aram M. Sogomonian, Attorney, 22737 Barton Road, Grand Terrace, spoke <br />on behalf of his client, Ms. Rodriguez, requesting the Council's consid- <br />eration and approval of her Appeal. Mr. Sogomonian said Ms. Rodriguez <br />operates a small business, with a minimum clientele, and cannot afford to <br />pay for an Environmental Impact Report, which he did not feel was neces- <br />sary anyway.
