Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Community Development Director Aguilera reported on the prezoning of property located east of Reche Canyon Road, on the south side of Prado Lane, which was approved for annexation into the City of Colton on November 18, 1987 by LAFCO and known as Annexation South 45, to an R -E zone. Mr. Aguilera stated the proposed zoning is consistent with the City's General Plan. Mr. Aguilera concluded Staff would recommend approval of the prezoning to R -E, and First Reading of Ordinance No. 0-3-88. Mayor Gonzales asked if anyone present desired to speak on this matter. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to close the Public Hearing. Unanimous vote. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full reading and pass First Reading of Ordinance No. 0-3-88. Unanimous vote. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: P 7 Y Y7 i ur . 1 n Community Development Director Aguilera reported on a proposal from In- land Counties Family Learning Center and Carnival Times, to hold a Car- nival, March 10 through 13, 1988, on property across the street from the Kaiser Building on Cooley Drive, and requesting that all taxes and fees be waived and water hookup and building permits be approved. Mr. Aguilera reviewed nine conditions of approval to be imposed, should the Council wish to appove this request. After discussion among Council. Members and Staff, moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve request from Inland Counties Family Learning Center for Benefit Carnival, subject to com- pliance with Conditions as outlined by Staff.
