Mr. Benest concluded Staff recommends passing First Reading of Ordinance <br />No. 0-1-88. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to waive <br />full reading and pass First Reading of Ordinance No. 0-1-88. Vote was <br />unanimous. <br />ORDINANCE NO. 0-1-88 <br />- AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />CHAPTER 13 OF THE COLTON MUNICIPAL CODE AND <br />ORDINANCE NO. 1637 PROVIDING FOR SEWERS AND <br />WASTE. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Storm Drains <br />City Manager Benest reported from his memorandum regarding funding for <br />Phase I of the Mill Street Storm Drain Project, to help alleviate the <br />flooding problems along Mill Street, between Michigan and Pennsylvania <br />Avenues. Mr. Benest advised that the flooding problem is worsened by <br />water running down hill from San Bernardino into Colton, and the in- <br />creased development in San Bernardino. <br />Mr. Benest continued the cost of constructing Phase I of the Storm Drain <br />Project, from Michigan Avenue to Lytle Creek Channel, will be approxi- <br />mately $422,000, and Colton is proposing to pay fifty percent of the <br />cost, which would be $211,000. Mr. Benest advised the City's portion <br />of the funding would come from two sources - allocating $111,000 from <br />drainage fees, and requesting that the Redevelopment Agency allocate <br />$100,000 from its low and moderate income housing fund. <br />Mr. Benest stated should the City Council and Redevelopment Agency ap- <br />prove the funding for Phase I, Staff would then approach the San Ber- <br />nardino City Council at its meeting of January 19, 1988, and formally <br />request that the City of San Bernardino allocate fifty percent of the <br />funding as part of its 1988-89 budget year. Assuming that the City of <br />San Bernardino makes that commitment, Colton can begin planning now so <br />that construction begins in July, and the storm drain is completed <br />prior to winter flooding. <br />Mr. Benest concluded Staff recommends the City Council allocate $111,000 <br />from its drainage fee account to partially fund Phase I of the Mill <br />Street Storm Drain Project, and authorize the City to formally request <br />that San Bernardino provide its portion of the funding. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />approve Staff's recommendation as outlined. Unanimous vote. <br />Mrs. Marina Rojas, 524 West Mill Street, Colton, thanked the City Manager, <br />City Council and Redevelopment Agency for all of their support and help <br />with their recent flooding problems.
