OF COLTON LANDSCAPING & LIGHTING MAINTENANCE DIS- <br />TRICT NO. 1 CONFIRMING THE ASSESSMENT AND DIA- <br />GRAM AND ORDERING LEVY AND COLLECTION OF SPECIAL <br />ASSESSMENTS FOR FISCAL YEAR 1988-89. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Recycling Project <br />City Manager Benest reported from his memorandum regarding a proposed <br />Recycling Program, and referred to a memorandum from Ray Gonzales, Re- <br />cycling Taskf orce Leader. <br />Mr. Benest outlined the program and two pilot projects, giving the loca- <br />tion of each. Mr. Benest stated the first year cost for the recycling <br />collection center is estimated at $9,200, however, the City would only <br />need approximately $5,200 to initiate the program during the rest of <br />this fiscal year. Mr. Benest said in respect to the pilot curb side <br />program, the annual cost is estimated at $61,000, with an amount of <br />$37,000 needed for the rest of this fiscal year. <br />Mr. Benest continued Staff proposes that the cost of operating both <br />projects be figured into the new sanitation rates, to be set as part of <br />the new sanitation study. Mr. Benest said to initiate the pilot program, <br />Staff recommends that sufficient monies be allocated to the Human Ser- <br />vices Department so the City can gear up an initial program in the re- <br />maining months of this fiscal year. These funds would be borrowed from <br />the equipment replacement fund and then repaid once the new sanitation <br />rates are set. Mr. Benest stated Staff projects the recycling collec- <br />tion center would begin in February, with the curb side collection be- <br />ginning in May, and if the two projects are successful, the City could <br />add a second collection center at the soon-to-be built Albertsons Market <br />in the Cooley Ranch. The City could also expand the curb side project <br />to include all single family dwellings within the City. <br />Mr. Benest concluded Staff recommends the City Council approve the <br />program concept as outlined, and approve Resolution No. R-8-881, author- <br />izing the City to apply to the State for status as a certified recycler. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve <br />Staff's recommendations. Unanimous vote. <br />RESOLUTION NO.
