CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Recycling Services <br />Res. No. R-63-88 <br />City Manager Benest reported on a proposed resolution approving the <br />submission of a proposal by the City of Colton under the California <br />Beverage Container Recycling and Litter Reduction Act. <br />Mr. Benest continued the State of California Department of Conservation <br />has issued a Request for Proposal for agencies to provide urban rural <br />and recreational litter abatement and recycling activities. There is <br />approximately $700,000 in funds to be awarded to successful bidders. <br />Mr. Benest advised in March the City initiated a Recycling Buy -Back <br />Center at Rancho and "C" Streets and on June 27 began a pilot curbside <br />recycling program in the downtown area. The City of Colton is the first <br />community in San Bernardino County to implement a comprehensive curb- <br />side recycling effort. Mr. Benest then outlined the activities and <br />costs that will be included in the City's request to the State. <br />Mr. Benest concluded Staff recommends Council adopt Resolution No. R- <br />63-88, approving the City of Colton's Human Services Department sub- <br />mission of a proposal for $98,500 to enhance and expand our recycling <br />services. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />Resolution No. R-63-88 and Staff's recommendation. Unanimous vote. <br />RESOLUTION NO. R-63-88 - RESOLUTION OF THE CITY COUNCIL APPROVING THE <br />SUBMISSION OF A PROPOSAL UNDER THE CALIFORNIA <br />BEVERAGE CONTAINER RECYCLING AND LITTER REDUC- <br />TION ACT. <br />Park Development Plan <br />City Manager Benest advised in 1986, based on Staff and the Parks and <br />Recreation recommendations, the City Council adopted a four-year Park <br />Plan. Mr. Benest then outlined nine projects that have been completed <br />or are in various stages of design, development or construction. <br />Mr. Benest continued though the initial four-year Park Plan has ade- <br />quately met the City's objective for additional facilities, equipment, <br />and park and open space, a need existed to evaluate and reprioritize <br />our Park Development Plan over a five-year period. Mr. Benest then re- <br />ferred to the Five Year Park Development Plan prepared by Staff. Mr. <br />Benest stated both the Parks and Recreation and Planning Commissions <br />have reviewed the Five year Park Development Plan, approved it in con- <br />cept, and recommend adoption by the City Council. <br />4 <br />
