Unanimous <br />vote. <br />ORDINANCE NO. 0-18-88 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />(Second Reading) COLTON, CALIFORNIA, ADDING CHAPTER 12.32 TO THE <br />COLTON MUNICIPAL CODE AUTHORIZING THE ESTABLISH- <br />MENT OF FEES FOR DEVELOPMENT PROJECTS TO PROVIDE <br />FOR PUBLIC IMPROVEMENTS WITHIN SPECIFIED AREAS <br />OF BENEFIT. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Grants <br />City Manager Benest reported on a proposed Grant the City will be re- <br />ceiving from the State in the amount of approximately $320,000, which <br />will be a five year sustaining Grant to be used towards the City's <br />Literacy Program. Mr. Benest said this will enable the City to provide <br />a first class training program to our citizens. <br />..� Community Facilities District No. 87-1 <br />Ord. No. 0-22-88 <br />Assistant City Manager Leslie Keane reported on a proposed Ordinance <br />establishing Fiscal Year 1988-89 Special Tax Levies for Community <br />Facilities District No. 87-1. Ms. Keane said each year the City Council <br />is required to set the actual tax for the District and to adopt a budget <br />for the expenditure of funds collected. The City's initial actions <br />forming this District specified a first-year base tax of $500 - $600 per <br />residential lot and $1,000 - $1,600 per acre, depending on the stage of <br />each parcel's development. This amount may be increased by 2 percent <br />each, if required, to support District activities. At the June 29 <br />Council Meeting, the City authorized the sale of $1.5 million in bonds <br />to design and construct the Eucalyptus Storm Drain system and to pro- <br />vide for initial design and engineering of the fire station and recrea- <br />tional facilities. Staff is recommending that first-year assessments <br />in Community Facilities District No. 87-1 be used to fund debt service <br />and that remaining monies, approximately $70,000, be reserved for the <br />purchase of police and fire equipment to provide future services to the <br />area. <br />Ms. Keane concluded Staff recommends Council approve a Fiscal Year 1988- <br />89 budget for Community Facilities District No. 87-1 in the amount of <br />$220,288, waive full reading and pass First Reading of Ordinance No. <br />0-22-88. <br />3 <br />
