Upon Council consensus, the Public Hearing was continued. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Zone Change Ord. No. 0-14-88 Community Development Director Jaime from Intercal Properties for a Zone Plan Amendment, on property located and Eucalyptus Avenues. Aguilera reported on the request Change, from R-1 to C-2, and General at the southeast corner of Randall Mr. Aguilera stated after several meetings with the Planning Commission Staff, and the Rialto School District, the applicant approached the Planning Commission with another compromise position to not rezone all of the 9.8 acres of land, but rather to keep as residential the land directly in front of the proposed school, and to only seek a C-2/SDA zone on 3.6 acres of land; to rezone the existing C-2 property to C-2/ SDA; and to enter into a Development Agreement with the City in order to stipulate the types of uses that may be allowed, disallowed, or allowed with a Conditional Use Permit. Mr. Aguilera said because of this new information and an updated traffic study indicating a reduction in traffic counts due to the reduction of C-2 property, the Planning Commission has recommended approval of the request as outlined in its Resolution No. 3023. Mr. Aguilera concluded if Council concurs, First Reading of Ordinance No. 0-14-88 would be in order. Mr. Aguilera advised that the proposed Ordinance has been revised accordingly. Moved by Councilman Rios, seconded by Councilwoman Garcia, to waive full reading and pass First Reading of Ordinance No. 0-14-88. Vote was Unanimous. ORDINANCE NO. 0-14-88 - (First Reading) Fees Ord. No. 0-21-88 AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 16022 AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS AS REQUEST- ED FOR FILE INDEX NO. A-2-88. Community Development Director Jaime Aguilera read his memorandum re- garding a proposed ordinance which will allow establishing a Plan Check Fee and Architectural and Site Plan Review Fee for all development re- quiring such review. Mr. Aguilera said the Planning Commission recom- mended approval of the proposed ordinance, as well as fees to be set by City Council resolution. 6
