Upon Council consensus, the Public Hearing was continued. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Zone Change <br />Ord. No. 0-14-88 <br />Community Development Director Jaime <br />from Intercal Properties for a Zone <br />Plan Amendment, on property located <br />and Eucalyptus Avenues. <br />Aguilera reported on the request <br />Change, from R-1 to C-2, and General <br />at the southeast corner of Randall <br />Mr. Aguilera stated after several meetings with the Planning Commission <br />Staff, and the Rialto School District, the applicant approached the <br />Planning Commission with another compromise position to not rezone all <br />of the 9.8 acres of land, but rather to keep as residential the land <br />directly in front of the proposed school, and to only seek a C-2/SDA <br />zone on 3.6 acres of land; to rezone the existing C-2 property to C-2/ <br />SDA; and to enter into a Development Agreement with the City in order <br />to stipulate the types of uses that may be allowed, disallowed, or <br />allowed with a Conditional Use Permit. <br />Mr. Aguilera said because of this new information and an updated traffic <br />study indicating a reduction in traffic counts due to the reduction of <br />C-2 property, the Planning Commission has recommended approval of the <br />request as outlined in its Resolution No. 3023. <br />Mr. Aguilera concluded if Council concurs, First Reading of Ordinance <br />No. 0-14-88 would be in order. Mr. Aguilera advised that the proposed <br />Ordinance has been revised accordingly. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to waive <br />full reading and pass First Reading of Ordinance No. 0-14-88. Vote <br />was Unanimous. <br />ORDINANCE NO. 0-14-88 - <br />(First Reading) <br />Fees <br />Ord. No. 0-21-88 <br />AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />ORDINANCE NO. 16022 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS AS REQUEST- <br />ED FOR FILE INDEX NO. A-2-88. <br />Community Development Director Jaime Aguilera read his memorandum re- <br />garding a proposed ordinance which will allow establishing a Plan Check <br />Fee and Architectural and Site Plan Review Fee for all development re- <br />quiring such review. Mr. Aguilera said the Planning Commission recom- <br />mended approval of the proposed ordinance, as well as fees to be set by <br />City Council resolution. <br />6 <br />
