Mr. Aguilera concluded if Council agrees, it would be in order to con- <br />sider First Reading of Ordinance No. 0-21-88. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to waive <br />full reading and pass First Reading of Ordinance No. 0-21-88. Vote <br />was unanimous. <br />ORDINANCE NO. 0-21-88 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(First Reading) OF COLTON ESTABLISHING FEES FOR PLAN CHECK <br />SERVICES AND ARCHITECTURAL AND SITE PLAN RE- <br />VIEW SERVICES FOR ALL DEVELOPMENT REQUIRING <br />SUCH REVIEW. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sanitation <br />Public Works Director John Hutton stated at the June 69 1988 Utility <br />Commission Meeting, the Commission and Staff discussed the need to <br />better regulate private franchise sanitation haulers and the number of <br />permits issued. <br />Mr. Hutton continued since the City is currently having a sanitation <br />study prepared that would provide more accurate information which <br />franchise permits could be issued or regulated, the Commission and <br />Staff are recommending that a moratorium be placed on issuing any <br />further franchise permits for private sanitation haulers until after <br />the completion of the sanitation study. Mr. Hutton said if Council <br />agrees, Staff will bring specific action back at the next regular meet- <br />ing. <br />Mr. Hutton concluded Staff recommends that Council direct Staff to pur- <br />sue action placing a moratorium on new franchise permits for private <br />sanitation haulers until the completion of the sanitation study. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />Staff's recommendation with regard to new franchise permits for private <br />sanitation haulers as outlined. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />r- r n n t <br />Police Chief Paul Connolly reported on the C -CAP, Long Range Plan and <br />Crime Analysis Grant received from the California Office of Criminal <br />Justice. Chief Connolly advised this will enable the Police Depart- <br />ment to develop, maintain and distribute critically needed information <br />and intelligence information to members of the Police Department, <br />Neighborhood Watch Units, and neighboring police agencies, and will <br />also enhance the Police Department's ability to apprehend offenders <br />through up-to-date information which can be provided to patrol and <br />detectives with the use of crime anaylsis. Chief Connolly advised this <br />is a 42 -month grant. <br />7 <br />
