PUBLIC HEARINGS: Zone Change Ord. No. 0-30-88 Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Community Development Director Aguilera reported on a change of zone re- quest from Vanir Development Company, Inc., for Merle and Betty Workman, from R-3, multi -family residential, to C-2, general commercial, on prop- erty located at 1002 North Mt. Vernon Avenue, approximately 11,100 square feet in size. The General Plan allows both commercial and residential uses and zones. Mr. Aguilera advised that applicant is requesting the zone change in order to have the base zoning designation consistent with the current and existing land use. Mr. Aguilera continued the Planning Commission held a public hearing on this matter and found the proposal warranted a Negative Declaration and that approval of the request was in the best interest of the City and, therefore, adopted Planning Commission Resolution No. 3028. Mr. Aguilera concluded if Council concurs with the Planning Commission recommendation for approval, Staff would recommend passing First Reading of Ordinance No. 0-30-88, and waive full reading. Mayor Gonzales asked if anyone present desired to speak on this matter. Moved by Councilman Rios, seconded by Councilwoman Garcia, to close the Public Hearing. Unanimous vote. Moved by Councilman Rios, seconded by Councilwoman Garcia, to pass First Reading of Ordinance No. 0-30-88, and waive full reading. Unanimous vote.
