Awards <br />i jor Gonzales presented Awards to Pastor Stephen Anderson and Reverend Rod <br />Pryor, of the Healing Waters Church, for their assistance and cooperation in <br />giving the Invocations at Council Meetings. <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring September 16, 1988, as <br />NATIONAL POW/MIA RECOGNITION DAY. The Proclamation was given to City Manager <br />Benest for proper distribution. <br />A'1.7!nr140 <br />Mr. James F. Celano, District Manager, San Bernardino District Office of the <br />Automobile Club of Southern Califonria, presented the City of Colton with the <br />1987 American Automobile Association's Annual Pedestrian Safety Check Program <br />Award. <br />Recycling Presentation <br />Barbara Riordan, Third District Supervisor, presented a Resolution from the <br />County of San Bernardino to Rudy Umana for outstanding work with the Recycling <br />Program in the City of Colton. Jim Tracy, Environmental Health Services, <br />showed the audience the Mud Flaps produced as a result of the recycling. <br />Supervisor Riordan gave an update regarding the Landfill Project. The Colton <br />closure will provide a Regional Park at the site. The Park will benefit <br />ryone in the area, it will be part of the Trail System and will be part of <br />t.ie access route. <br />PUBLIC HEARINGS: <br />Community Facilities District No. 88-1 <br />Mayor Gonzales announced that this is the time and place for two (2) public <br />hearings relating to the formation of Community Facilities District No. 88- 1. <br />These public hearings relate to the formation of said District, the <br />authorization to levy a special tax and to incure a bonded indebtedness. For <br />purposes of convenience, these hearings will be consolidated and heard as one; <br />however, individual actions will be taken where appropriate. <br />City Clerk Ramos announced that notice of the public hearings have been given <br />and that the following affidavits are on file: <br />1. Affidavit of publication of Notice of Intention to form Community Fa- <br />cilities District and authorize special tax; <br />2. Affidavit of publication of Notice of Hearing to Incure Bonded Indebted <br />n e s s ; <br />3. Certificate of Compliance relating to mailing of notice. <br />Assistant City Manager Keane reported the tax/assessments received through <br />Community Facilities District No. 88-1 would provide: <br />1.
