INDEBTEDNESS, SUBMITTING TO THE QUALIFIED VOTERS OF A <br />COMMUNITY FACILITIES DISTRICT THE PROPOSITION TO <br />INCURE A BONDED INDEBTEDNESS SECURED BY A SPECIAL TAX <br />LEVY TO PAY FOR CERTAIN CAPITAL FACILITIES IN A <br />COMMUNITY FACILITIES DISTRICT AND GIVING NOTICE <br />THEREON, AND ESTABLISHING PROCEDURES AND CONDITIONS <br />FOR CONDUCTING AN ELECTION. <br />Personnel <br />Res. No. R-84-88 <br />Mayor Gonzales declared the Public Hearing open. <br />Personnel Officer Benest submitted the Affidavit of Posting and reported that <br />no protests or objections had been received. <br />Personnel Officer Benest reported on the new classification and pay for <br />Financial Services Manager. In an effort to provide efficient use of <br />available resources and to provide effective customer service, the duties and <br />scope of the Fiscal Operations Manager have been broadened. In addition he <br />will serve as the Deputy City Treasurer and continue to develop and oversee <br />the preparation of the annual City Budget. <br />Disscusion followed: Would this require additional monies in the budget; Is <br />this person doing the discribed additional duties at this time. <br />Ms. Keane responded regarding the additional duties. Yes the Fiscal Opera- <br />tions Manager was responsible for the additional duties at this time and had <br />�n for quite some time. Personnel Officer Benest stated there would not be <br />a need for additional funds to cover the increase in pay as monies are a <br />available in the current Administrative Services Budget. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to close the Public <br />Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve <br />Staff's recommendations as outlined. Unanimous vote. <br />RESOLUTION NO. R-84-88 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING RESOLUTION NO. R-160-87. <br />RECESS <br />Council recessed at 8:12 p.m., to allow City Clerk Ramos time to Canvass the <br />Election for Community Facilities District No. 88-1. The City Council re- <br />convened at 8:19 p. m., all Members present. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />New Corporate Yard <br />Assistant City Manager Keane submitted the financing plan and requested <br />authorization to accept bids for construction of new corporation yard. The <br />C.j.ty Engineer has completed all of the work required to solicit bids. It is <br />:imated to cost $3 million. RDA is considering contributing $1 million of <br />5 <br />
