Unanimous vote. <br />ORDINANCE NO. 0-19-90 - AN ORDINANCE OF THE CITY OF COLTON CITY COUNCIL <br />(First Reading) ADOPTING THE COUNTY HAZARDOUS WASTE MANAGEMENT <br />PLAN BY REFERENCE. <br />Reche Canyon Specific Plan <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that many Speakers' Cards have been received this evening, along with <br />a letter from Barbara Cram Riordan, County Board of Supervisors, which <br />Community Development Director Aguilera will report on. <br />Community Development Director Aguilera reported on the proposed Reche <br />Canyon Specific Plan initiated in January, 1988, and developed by the <br />consulting firm of POD/Sasaki, along with the corresponding Environ- <br />mental Impact Report. <br />Mr. Aguilera continued the Plan is a regulatory document intended to <br />provide detailed development standards for land use, circulation, public <br />service, design and landscaping within the Reche Canyon area, between <br />Barton Road on the north and the San Bernardino County line on the south, <br />and consisting of approximately 2,920 acres. The Plan is more detailed <br />and site-specific than the traditional zoning tools, while allowing for <br />a high degree of development flexibility. <br />Mr. Aguilera advised Government Code Section 65451 states that a Speci- <br />fic Plan shall include graphics and text that discuss in detail - the <br />distribution, location and extent of the uses of land, including open <br />space, within the area covered by the Plan; the proposed distribution, <br />location, and extent and intensity of major components of public and <br />private transportation, sewage, water, drainage, solid waste disposal, <br />energy, and other essential facilities proposed to be located with the <br />area; any and all development and design standards, including criteria <br />for conserving, developing, and utilizing natural resources; a program <br />for implementation measures including regulations, programs, public works <br />projects, and financing measures to implement all of these items. The <br />Reche Canyon Specific Plan is consistent with all of the State require- <br />ments noted. <br />Mr. Aguilera spoke about the seven member Reche Canyon Advisory Committee, <br />appointed by the City Council, and representatives from the City of Loma <br />Linda and the Counties of San Bernardino and Riverside, who held many <br />meetings and discussed in great detail the proposed Plan. <br />Mr. Aguilera stated the Environmental Impact Report has been submitted <br />to all interested and responsible agencies and is currently being re- <br />viewed by the State Office of Planning and Research. The E.I.R. also <br />meets the State guidelines for Specific Plan content and requirements. <br />4 I1 �S <br />
