m Mr. Aguilera then reviewed amendments to the Plan, which were discussed <br />at the Planning Commission meetings of November 13 and 27, 1990, and <br />have been approved by the Planning Commission, as follows: <br />1. All residential or commercial structures shall be built with fire <br />sprinkler systems as approved by the Colton Fire Department. <br />2. All setbacks for residential structures shall be setback 35 feet <br />from the front property line. The Planning Commission may reduce <br />that to a distance of not less than 25 feet only if the reduction <br />will significantly reduce grading. <br />3. All lots must be not less than 20,000 square feet in size. <br />4. All residential and commercial structures must be constructed with <br />seismically activated gas shutoff valves. <br />5. The Specific Plan shall establish that there exist non-critical <br />slopes which may be graded under the following conditions: <br />A non-critical slope is defined as a slope which does not form <br />part of a view shed. Normally, these slopes are contained in <br />valleys or bowls not visable from most vantage points. <br />A non-critical slope may have a slope coefficient of up to 35%. <br />Mr. Aguilera also referred to a letter dated December 4, 1990, from <br />Barbara Cram Riordan, Board of Supervisors, wherein Supervisor Riordan <br />requested that the land within Planning Area 3 be changed to a Low <br />Density Land Use category in the unincorporated area. Mr. Aguilera <br />advised that the Planning Commission also heard this request and <br />recommended against it. <br />Mr. Aguilera concluded based on the information submitted, Staff recom- <br />mends the City Council adopt the Reche Canyon Specific Plan, by First <br />Reading of Ordinance No. 0-18-90, and the Environmental Impact Report. <br />A resolution amending the General Plan will be presented to the Council <br />at the time of Second Reading of Ordinance No. 0-18-90. <br />Mayor Gonzales stated there are many residents that have filled out <br />Speaker Cards that desire to be heard on this matter. Mayor Gonzales <br />asked that each one keep their presentation to a minimum of 3 minutes. <br />Eugene McMeans, 2025 South Glenwood, spoke in favor of the Reche Canyon <br />Specific Plan, and of all the time and effort spent on development of <br />the proposed Plan. <br />Tricia Ruminski, 3012 Shadid Drive, spoke in favor of the Reche Canyon <br />Specific Plan, requesting that the City not lower the density more than <br />a 1/2 acre. <br />Mel Albiso, 2575 Carbon Court, spoke in favor of the Reche Canyon Spe- <br />cific Plan as it was written, recommending the City Council go with what <br />the Plan states.
