Commission recommendations.
Geri Farris, 7841 Reche Canyon Road, spoke in favor of the Reche Canyon
Specific Plan, requesting the City preserve the larger lot size, look
at vacant areas for more park space, provide good location for the school,
consider more equestrian trails, and work towards controlling the in-
crease in traffic congestion.
Alice C. Moore, 11825 Reche Canyon Road, stated she would like to re-
quest a zone change on their property, they no longer have their pri-
vacy. Ms. Moore said she hoped that traffic and safety factors will
be considered and better roads, and she would like to see the density
changed from 2 units per acre to 4 units per acre.
Faye Pribble, 1803 Myrtlewood, said she would urge the City Council to
adopt the Reche Canyon Specific Plan, that she could live with the 1/2
acre minimum, and she liked riding the equestrian trails.
David Anderson, 2571 Carbon Court, spoke in favor of the Reche Canyon
Specific Plan, stating there is no need for additional commercial de-
velopment, the City should endeavor to reduce the traffic congestion
in the Canyon, there is a need for more parks, and inclusion for the
wildlife.
Maria Alvarez, 2200 John Matich Drive, spoke in favor of the Reche Canyon
Specific Plan, stating there is a need for more recreational areas and
parks, especially for the children and senior citizens.
Carol Bartels, 2787 Reche Canyon Road, spoke in favor of the Reche Canyon
Specific Plan, stating that proper ingress and egress should be provided
and additional horse trails. Ms. Bartels stated the Council should con-
sider those residents that live in the Specific Plan area.
Bill Warkentin, Warkentin Wraight, 3197 C Airport Loop, Costa Mesa,
speaking on behalf of Relco Industries, stated they are prepared to sup-
port the Council in providing continued review and comment in pursuit of
a reasonable Reche Canyon Specific Plan, however, they would request
that the City Council remove the minimum lot standard of 1/2 acre and
allow lots down to 7,200 sq. ft. to be plotted, adopt a revised set of
grading standards based on the Warkentin Wraight "full featured" analy-
sis program, establish as a matter of policy that a variety of housing
types is appropriate for future development within the Canyon, and re-
move their property, located at the northwest corner of the Canyon, in
Planning Area 1 from the jurisdiction of the Specific Plan as it is not
a part of Reche Canyon proper.
Clare Jean Smith, 11794 Reche Canyon Road, stated she was a sister to
Ms. Moore who spoke earlier. Ms. Smith said they live in a County
pocket, east of the channel, and the majority of the area is flat land.
Ms. Smith stated there is a need for a 4 -lane road through the Canyon,
and she was hopeful that the Council would seriously consider the re-
quest made by Supervisor Barbara Riordan.
4 1590
6 JD
