- Director of Public Works John Hutton reported that the portion of "J" <br />Street to be vacated is located north of I-10 Freeway between 2nd and <br />3rd Street. The area will be maintained and landscaped by the developer <br />with the following conditions: (1) The utility easements shall be <br />retained; (2) The property owner shall be required to upgrade and main- <br />tain the property in accordance with the Community Development standards <br />for landscapeing and irrigation. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the Public Hearing. Unanimous vote. <br />City Attorney Edwards indicated that there was a mixup on numbering <br />of the resolution and the motion should read as RESOLUTION NO. R-117-90 - RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF THE CITY OF COLTON ORDERING THE ABANDONMENT <br />OF A PORTION OF 'J' STEET <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Sotelo requested a Closed Session at the end of the <br />Meeting, for Personnel Matters. <br />City Manager Sotelo communicated to the Council when Governor <br />Deukmejian and the State Legisature approved the 1990 state budget, <br />they underfunded counties hundreds of millions of dollars and told <br />counties to make up the difference by charging the cities for services, <br />including charging each city to book prisoners into the county jail <br />system. Due to Senate Bill 2557 San Bernardino County intends to <br />charge the City of Colton between $125 and $150 per person booked into <br />the San Bernardino County Jail. It is estimated that the City may be <br />charged $327,000 at the close of 1990 and based on arrests thus far <br />charges for 1991 would total approximately $752,100. <br />City Manager Sotelo requested that Council approve a resolution <br />supporting the repeal of Senate Bill 2557, to protect the City <br />from the State budget process and support the alternatives that will <br />provide adequate long term funding for cities and counties. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, approval <br />of RESOLUTION NO.
