(16) Personnel <br />Eugene McMeans, 2025 S. Glenwood Avenue felt that the citizens have <br />a right to know what financial impact this resolution will have and the <br />percentage increase. <br />Acting Human Resources Manager, Sandra Knight, clarified that the Pay <br />and Classification Plan had been approved at the February 5, 1991, <br />Council Meeting and action should have been done by resolution so this <br />item is an action which should have been completed when approved in <br />February. <br />City Manager Sotelo requested that Item 17. on the Consent Calendar be <br />removed as correspondence received this date states Forecast Developers <br />is withdrawing the Grading and Subdivision Bonds for Tracts 13701 and <br />13701-1. <br />Moved by Council Member Cisneros, seconded by Council Member Lofy, <br />to approve the Consent Calendar with the exception of Item 17. <br />Unanimous vote. <br />CORRESPONDENCE: <br />Ms. Marcela N. Lopez, 263 E. King St., San Bernardino, Advisor, MECHA/ <br />Latin Hispanic Club of San Gregonio High School, informed Council that <br />on April 13, 1991, the San Gregonio High School MECHA Club and students <br />will be sponsoring a "Walk-A-Thon", in the City limits of Colton. The <br />fundraiser will provide money for scholarships and Cinco de Mayo five- <br />day festivities at San Gregonio High School. MECHA is a club that helps <br />contribute to the indentity of all Hispanic members. Ms. Lopez stated <br />her appreciation for Council support and consideration of the MECHA <br />efforts in arranging and promoting the fundraiser which is the for the <br />good of the students and the community. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Council Member Roman read in full a Proclamation declaring April 1991, <br />National Cable Month. <br />Mayor Gonzales read in full a Proclamation declaring the week of <br />April 15-19, 1991, National Library Week. The Proclamation was received <br />by City Librarian, David Davis. A Certificate of Commendation was also <br />accepted by Beverly Dever on behalf of the Library Volunteers. <br />Council Member Lofy read in full a Proclamation declaring April 15-21, <br />1991, Recycling Awareness Week. The Proclamation was received by Public <br />Works Director, John Hutton. Mr. Hutton encouraged all citizens to <br />participate in the week-long recycling activities and the importance <br />of recycling not only for us but for the whole world. <br />3 APR 2 199 <br />
