maximum for the City's investment to date. The City has written <br />notice from the County that funding for public services should be <br />to approximately 15% of the total allocation. The City is currently <br />requesting around 20%, for the youth and senior citizen programs. <br />Director Aguilera recommended the following projects based upon <br />notification of additional CDBG funding, and approval of RESOLUTION NO. <br />R-24-91: <br />1. $104,900 for street improvements (curb, gutter & sidewalk) in <br />census tract 69, south Colton. <br />2. $40,000 for Graffiti Eradication Program. <br />3. $20,000 for Senior Outreach Program. <br />4. $25,000 for Youth Intervention Program. <br />5. $21,100 for Contingency Fund. <br />Total Allocation: $211,000.00 <br />Open Discussion was held. <br />Council Member Roman inquired if amounts for the Graffiti Progam were <br />much different from last year. Mr. Aguilera responded that the amounts <br />requested were approximately the same. <br />Jacqueline Hoar, 30508 Los Altos Drive, Redlands, Parents Anonymous <br />Coordinator, handed a brochure to each Council Member about the program. <br />A brief presentation was given as to the purpose of the program and the <br />areas of service, Colton, Fontana, Redlands and Highland. CDBG funds <br />are being requested as previous funding from other sources will not be <br />available this year. Ms. Hoar indicated that this program met the <br />criteria for funds as services were provided to people with low to <br />moderate income and services are for the welfare and safety of <br />individuals. One-fourth of the total amount needed to continue the <br />program is being requested from the four cities serviced. One hundred and <br />twelve families had been seen in the last year. If Colton was the only <br />city to approve funds, monies would first be provided to pay the facil- <br />itator for Colton and the rest for operation and overhead. <br />Council Member Roman inquired if the 112 families were from Colton. <br />Ms. Hoar stated that to some extent they are, however, in some cases <br />the number is a duplicate as a person can come in as many times as <br />needed. <br />Rev. Stephen T. Anderson, 820 N. Healing Waters Dr., stated when the <br />requirement for retro -fitting was passed a few weeks ago it was stated <br />that CDBG funds could be used for those who may need assistance in meet- <br />ing the requirement. <br />Mr. Aguilera responded that yes CDBG funds could be made available and <br />because owners have five years to comply, that possibly it could be <br />part of the proposal for next year upon staffs recommendation and <br />Council approval. Another alternative is that staff could come back <br />with an amendment to the resolution as we have $21,000 in the contingency <br />5 <br />APR 2 .1991 <br />
