Director Aguilera responded that the developer was stopped from moving dirt due to the lot line problems. Director Hutton agreed to have our consulting engineer and the City Attorney review the situation. Mr. Gunn states it was indicated to him that the property could result in a zone change or a variance for commercial use. Council Member Cisneros assured Mr. Gunn that the specific plan for the Reche Canyon area does not allow for commercial development. Director Aguilera indicated that Mr. Jackson the developer involved has inquired about a zone change and information was given to him as to what would be required. Jacqueline Hoar, 30508 Los Altos Driver, Redlands, Parents Anonymous Coordinator, addressed the Council regarding CDBG funds for the pro- gram. She met with Mr. Gaytan, Director of Parks, Recreation and Human Services and is also working at getting funding from grants which would begin the next fiscal year beginning in July. The main concern is the two months left between then and now. The request at this time is assistance in any amount from the City. Mayor Gonzales referred Ms. Hoar's request to the City Manager and Director Gaytan to see if any funds are available to assist for the two months requested. Recess The City Council recessed at 9:45 p.m. to take up the business of the Redevelopment Agency for the City of Colton, and reconvened at 10:13 p.m., all Members present. Director Gaytan requested approval of a Beer Garden to be managed by the Gents Organization and Latino Peace Officers for the Cinco De Mayo Cele- bration. The Beer Garden is to be located in the parking area across from Municipal Park off of Carreon Drive. 10
