Mr. Morales indicated that the schools have other sources for funding <br />of their programs and the league has only the fireworks booth. He <br />believed that only non-profit organizations could participate <br />and that the Colton Schools were not non-profit. City Treasurer <br />responded that the schools were non-profit. <br />Mr. Morales suggested that those with the greatest need submit a <br />statment to that effect and be a determining factor for selection. <br />Council Member Cisneros responded that the problem at this time is <br />that selection for this year has been done and cannot be changed <br />but is in agreement that the ordinance should be reviewed for next <br />year. In the past civic and service organizations have shared their <br />booths. <br />Council Member Lofy and Council Member Rehrer were in agreement that <br />the ordinance should be reviewed as soon as possible. <br />Richard Dawson, Chamber of Commerce, stated that in the past civic <br />groups have shared their booths. This year the Chamber would have to <br />do the same as they were not selected and on the average lost <br />out every other year. <br />George Gama, 665 North 3rd Street, Colton Youth Football, also express- <br />ed concern regarding selection of fireworks booth as they rely heavily <br />on funds raised from the fireworks booth. That organizations submit <br />a financial statement and it should be reviewed by Council. <br />Council Member Cisneros questioned if the ordinance indicated number <br />of booths based on population and if so, has it been increased to <br />the current population count. City Attorney Edwards responded that <br />popultion was deleted in 1988 and a number of ten was set for issuance. <br />Mayor Gonzales recommended that this be taken back to the Finance <br />Department for review of the ordinance for next year and that Mr. <br />Washington be selected Chairperson. <br />Joseph Mujica, 7966 Tyler St., East Highland, Latino Peace Officers <br />Association, questioned even though the high school is considered non- <br />profit how it can be eligible for five booths. <br />City Attorney Edwards read the Municipal Code section in full and <br />stated the Ordinance could be amended to add more permits. <br />Mayor Gonzales recommended that an additional four licenses be <br />allowed, determination be based on need, and review why selection <br />resulted in so many by one organization. <br />Mr. Mujica also questioned the required number of members which belong <br />to an organization and referred to the golf club members at the high <br />school. Mr. Edwards responded that membership and supporters are <br />part of the membership. <br />8 APR 16119T <br />
